General Description and Classification Standards
The Capacity Certification program dedicates it efforts to working with the development community to enhance economic development while the City remains compliant with the Consent Decree. Section VIII.B of the First Amended Consent Decree requires that prior to introduction of new sewer flows from new developments into the City’s collection and transmission systems, that the City must demonstrate adequate sewer capacity from the point of introduction through the sewer laterals, outfalls, trunks, pumping stations and the wastewater reclamation centers to avoid causing additional sewer surcharge or spills.
The Capacity Certification Program is operated by DWM’s Office of Engineering Services and is one of two DWM offices heavily involved with providing permit approvals within the Department of Planning and Community Development’s (DPCD’s) Building Permit Program.
The Capacity Certification group is committed to ensuring that every new development within the corporate limits of the City of Atlanta which will generate new sewer flows submits a capacity certification application. The Capacity certification activities include receiving completed applications for projects actively seeking permits within the City’s Building permit system; assesses the availability of the downstream conveyance system to the WRC to handle the additional flow; and, if necessary and available, assigns sewer capacity credits required for granting these approvals. This evaluation ensures that no potential overflows are predicted to occur during dry weather conditions in the gravity sewer network, thereby avoiding First Amended Consent Decree (FACD) stipulated penalties of $35,000 per certificate of occupancy issued.
The Capacity Certification group is obligated to process all sewer capacity certification applications in five (5) working days from the day applications are routed by the Bureau of Buildings through Accela. The five working days turn around schedule will not apply in cases where sewer survey or hydraulic analysis is required to process the application, or the applicant or developer is contacted, and additional information is required.
Occasionally, the Capacity Certification group calculates Inflow & Infiltration (I&I) sewer credits generated from sewer system rehabilitation work. The group also keeps a record of all sewer credit allocations made to developers and maintains a credit balance in Capacity Limited Areas.
Strict QA/QC is followed in processing all sewer capacity applications, calculating I&I sewer credits, and maintaining credit balances in Capacity Limited Areas.
Supervision Received
The Job position will assist the Sewer Capacity Civil Engineer in QA/QC work responsibilities.
Essential Duties & Responsibilities

- Intake capacity certification applications by ensuring complete submission of documents using the checklist, sending review comments requesting further information for incomplete submissions, and uploading supplemental application documents using the SagesGov permitting system tool.
- Track sewer capacity plan review status using Accela and SagesGOV permitting system tools.
- Perform downstream capacity evaluations for Building Permit applications through analysis of sewer flow trace paths, existing sewer plans and sewer survey data, hydraulic analysis, development site visit to confirm direction of flow and sewer basin and spills analysis.
- Maintain accuracy and completeness of a database through the GIS database tool of all previously approved Capacity Certification applications as a “feeder” for required monthly and semi-annual reporting, coordinate GIS functionality upgrades including highlighting all SSO capacity limited pipe segments along a selected sewer flow path and updating outfall names using the web-based Capacity Certification processing application tool.
- Review as-builts and summary reports of sewer rehabilitation and capital improvement work completed, maintain database of historically permitted flows in outfalls, and update capacity credit balances in order to identify and routinely update Capacity Limited Areas.
- Calculate the cumulative economic growth directly associated with sewer capacity permitted projects and identify trends in development centers in the City of Atlanta since the Great Recession (2009 to present) using information obtained from the Accela permitting tool.
- Routinely track and periodically update trend analysis for spills and CSS discharges.
- Communicate through strong written communication with AIM, Consent Decree Program, Office of Linear Infrastructure Operations, Industrial Pretreatment, Inspection and Monitoring, Geographic Information Systems, Hydraulic Modeling and Site Development groups.

Knowledge, Skills & Abilities

- Knowledge of City infrastructure utilities network

Minimum Qualifications – Education and Experience
Associate degree in a Civil Engineering Technology, Environmental Science with emphasis on environmental engineering, water resources, or closely related field, or a related field and five (5) years of progressively responsible supervisory experience in water and/or wastewater collections systems.
Preferred Education & Experience
Bachelor’s degree (BA, BS) is Civil Engineering, Environmental. (Equivalent professional experience may be considered for substitution for the required degree on an exception basis). Valid State Issued Driver's License required
