Job Description
Position Purpose: This position exists to plan, organize, direct, develop, implement, and maintain a comprehensive student financial assistance program and delivery system that is highly automated and is responsive to student, institutional, governmental, and private funding source needs and requirements. The student aid programs must be administered in compliance with applicable federal and state statutes and regulations as well as meet the needs of the clientele served by creating and maintaining a strong customer service model. Participation as a member of the Strategic Enrollment Management Team in developing and attaining recruitment and retention goals and strategies is also a primary responsibility.
Responsibilities : Lead in the planning, implementation, monitoring and evaluation of all federal, state, university, foundation and agency funds and other university resources so that effective utilization takes place and ensure that the aid programs are administered in compliance with federal and state statutes as well as institutional and outside agency guidelines. This includes timely and accurate completion and submission of required applications and reports to the appropriate agencies. Develop and effectively administer the office budget.
Aid Program Administration: Lead in the development and implementation of office, university and system policies and procedures that meet all federal and state requirements. Establish and maintain data systems for the receipt, processing, and verification of aid application documents, and the awarding, revising, distribution, and reporting of aid funds in a timely, accurate, and equitable manner. Ensure programs are administered in compliance with all applicable statutes, rules and regulations. Develop and maintain effective working relationships with federal and state governmental, private, social service, scholarship, and other agencies.
Personnel Management: Perform essential personnel functions which include either making the final decision or making recommendations to the VP for Strategic Enrollment Management for hiring, training, supervision, evaluation, promotion and/or termination of office personnel. Effectively organize the office staff to accomplish required responsibilities and provide outstanding customer service in support of the University’s recruitment and retention goals. Promote and encourage on-going professional development and training of all office personnel.
Financial Aid Counseling: Meet with and counsel students and parents who are referred by other staff members, University personnel, and administrators. These situations will often involve appeals related to satisfactory academic progress, professional judgment, or verification conflicts. All concerns and appeals should be appropriately investigated and responded to in a timely manner.
University Leadership: Serve in a leadership capacity through participation on various committees, task forces and teams in order to develop and implement strategies that will help the University achieve enrollment and retention goals. Some examples include the Strategic Enrollment Management Leadership, University College Leadership Team, Academic Policy Working Group, and the Behavioral Intervention Team.
NCAA Compliance: Serve as the liaison between the financial aid office and the athletic department so that all aid awarded is in compliance with conference and NCAA rules and regulations. This includes providing estimates of aid eligibility to coaches for prospective athletes, monitoring of squad and individual eligibility throughout the academic year, and hearing appeals related to athletic based aid.
External Relations: Effectively work with and serve as a resource person for various constituencies such as the U.S. Department of Education, MinnState System Office, Minnesota Office of Higher Education, ISRS Financial Aid User Group, lenders, student associations, legislators, and other professional colleagues so that these constituents can utilize the expertise that exists at SCSU in support of improving financial aid availability and policy.
Other Duties as assigned: In a fast paced and ever changing environment, it can and should be expected that there will be on-going opportunities to react, respond to, and implement changes in the way financial aid is administered.

Required Qualifications
- Bachelor’s Degree with 6 years of professional experience; OR Master’s Degree with 5 years of professional experience
- Personnel management experience
- Database and software skills sufficient to administer financial aid programs
- Ability to provide strategic and administrative leadership
- Evidence of demonstrated ability to work with persons from culturally diverse backgrounds.
