Overview:
In anticipation of a contract award, we are looking for a Financial Management Specialist who will provide support for the DLA Advanced Technology Development R&D Program.
Responsibilities:
- Assist in developing/maintaining standard operating procedures (SOPs) and other process documentation such as related Process Flow charts and data dictionaries, for DLA's R&D Planning, Programming, Budget, and Execution (PPB&E) Processes.
- Utilize task flow and workflow analysis to assist in developing cohesive and streamlined processes for the PPB&E activities that will maximize use of DLA's Information Systems DLA Enterprise Business System (EBS) and other internal DLA processes.
- Identify and evaluate technical approaches/tools, e.g. databases, spreadsheets, etc. that facilitate integration among the varied financial data capture and reporting information systems and Defense Agencies (e.g. EBS, Defense Finance Accounting Service (DFAS), Defense Contract Management Agency (DCMA) that provide better visibility, reporting and management of the R&D financial resources.
- Support the PMO by conducting periodic assessments of the efficiency and effectiveness of the Budget Execution Processes, and recommending improvements based on these analyses.
- Assist the PMO in modifying inputs to and reporting of data within DoD Information Systems to support DLA R&D Finance/Acquisition processes.
- Assist in the preparation of the financial reports and documentation on day-to-day control and management of formulation, execution, and/or analysis of the budget and funding requirements.
- Develop and/or update Financial Management briefing materials based on templates, data and guidance provided by the R&D PMO.
- Assist in the preparation of documents that summarize funding requests from R&D stakeholders related to budgeting and financial related information.
- Assist in maintaining documentation recording financial transactions for budget execution and planning.
- Assist by maintaining DLA R&D program's planning and budget execution data (e.g. obligations/expenditures) to analyze DLA R&D program's budget execution against Office of the Under Secretary Defense (Comptroller) (OUSD)(C) budget execution benchmarks.
- Assist by reconciling R&D technical performing contractors' invoices using DoD Information Systems (e.g. WAWF/EDA/IRAPT) to obtain evidential matter to clear accounts payables in DLA's EBS.
- Utilize budget execution data to assist in submitting financial related data calls (e.g. National Science Foundation, OUSD(C) Mid-Year).
- Utilize DLA Information Systems (e.g. Systems, Applications, and Products (SAP), EBS, SharePoint Online/Office 365) to provide budgeting/funding support (e.g. Funds Reservation, Military Interdepartmental Purchase Requests (MIPR), Direct Funds Citation Letter (DFCL), and analysis of financial execution data).
- Participate in specialized training and security requirements to maintain proficiency and access to DoD Information Systems (e.g. WAWF/EDA/IRAPT, EBS).
Required Qualifications:
- The candidate must have at a minimum: a Bachelor of Art or Science in a business related discipline (finance, logistics, management, economics, information technology) or at least three years of recent applied DoD or DLA R&D financial analysis and transactional expertise.
- The candidate must have a working knowledge of DLA Enterprise Business Systems (EBS) including Financial Management, SAP, the Defense Finance Accounting System (DFAS); and Wide Area Workflow (WAWF).
- The candidate must have the ability to perform financial analysis and transactions (such as pre and post obligation financial activities) for senior management level review (DLA Comptroller) and to fulfill complex reporting requirements related to the financial execution of Research, Development, Test & Evaluation (RDT&E) appropriated funds to the Office of Secretary of Defense-Comptroller (OSD-C) and reporting requirements.
- Must have an adjudicated National Agency Check with Local Agency Check and Credit Check (NACLC). May obtain IT-II Level from DLA after contract award.
