JOB FAMILY SUMMARY PURPOSE:
Under the general direction of the Resource Planning Manager, is responsible for EPE’s resource plan and sourcing of resources to reliably meet projected loads in the most cost-effective manner. Performs short and long-term technical, economic, portfolio optimization, and production cost modeling analysis. Produce or support required regulatory processes, filings, reports, studies, and testimony. Ability to perform sub-hourly reliability and/or capacity credit analysis using the most appropriate probabilistic methods such as Monte Carlo simulations, Probability Distribution Functions, Effective Load Carrying Capability (“ELCC”), Loss of Load Expectation (“LOLE”) for a resource portfolio that includes both, conventional fossil fuel, and renewable resources. Support System Planning to ensure the reliable and stable operation of the bulk electric system in accordance with WECC and NERC requirements.
EDUCATION:
Bachelors in Engineering, Business, Accounting, Finance, or related field.
Prefer concentration on Electric Utility Power Systems.
EXPERIENCE:
0-5 years or more of experience is required.
KEY JOB RESPONSIBILITIES:

MINIMUM KNOWLEDGE, SKILLS & ABILITIES:
- Knowledge or ability to acquire knowledge in a technical capacity related to power utility generation and power systems.
- Experience in the areas of power plant generation, alternative generation resources operations/development, resource planning, generation planning, strategic planning, project management, technical research, or other related areas.
- Knowledge in resource portfolio optimization, mathematical modeling, related computer software applications, resource planning methods, advanced statistical methods, linear programming techniques, applicable transmission and generation systems regulatory requirements, transmission and generation systems reliability, and operating practices and procedures.
- Knowledge of electric theory of generation resources and their role in power systems. Experience with generation technology, Engineering, or operations is preferred.
- Ability to analyze information, prepare short and long-term study plans and reports, operate personal computer and technical measuring devices.
- Ability to perform financial analysis of competing alternatives.
- Self-driven, results-oriented with a strong sense of responsibility and accountability, and able to get along with others and be a team player.
- Effective verbal and written communication skills.
- Ability to maintain effective working relationships with officers, managers, fellow employees, and the general public.
- Ability to maintain a strong sense of propriety concerning confidential matters.
ESSENTIAL JOB FUNCTIONS:
- Develop the Company’s 20-year Loads and Resource Plan to ensure adequate resources to reliably meet load requirements in a cost-effective manner.
- Creation of financial budgets for future generation resource additions and support Finance if required studies to update financial reporting and analysis.
- Maintain a knowledge base on resource options and technical advancements in the industry related to supply and demand side options (such as conventional fossil fuel generation, renewable resource generation, load management options, etc.) Understand performance capabilities and operating characteristics of both conventional thermal and/or renewable resource options.
- Perform short and long-term portfolio optimization studies to develop cost-effective dispatch options utilizing various software packages such as PROMOD, Strategist, Aurora, and PLEXOS.
- Conduct short and long-term technical and statistical analysis of conventional fossil fuel and renewable resource generation dispatch to support reliable operation of the bulk electric system in accordance with WECC and NERC requirements.
- Supports System Planning review of power system stability studies and cost analysis.
- Research and develops and incorporate new planning methodologies and technologies in the resource planning processes and ensure compliance with regulatory requirements.
- Maintain an awareness and understanding of evolving industry practices and developments for cost modeling, regional planning, and markets.
- Generates long-range alternative planning scenarios using linear programming techniques.
- Develops new and innovative in-house computer applications for planning analysis.
- Lead NMPRC and PUCT-required resource planning processes, filings, and reports.
- Coordinates, reviews, and submits resource planning data for WECC, FERC, and NERC.
- Participates in and actively supports WECC and other external working groups that will involve attending out-of-town meetings and conferences as required.
- Prepares and is accountable for documenting study results, training staff on new innovations, and communicating study results and recommendations to Management and/or other departments.
- Complies with all applicable Company policies, procedures, and code of ethics as well as all applicable governmental laws and regulations to include employment, safety, and environmental standards and regulations.
- Perform other related tasks that are not included but are within the context of the duties defined.
WORK ENVIRONMENT:
- The employee is subject to both outside and inside environmental conditions. The employee may also be subject to exposure to cold and hot temperatures (Temperatures above 100 degrees and below 32 degrees for more than one hour), noise, vibration, hazards, atmospheric conditions, and oils.
