Purpose of Position

The purpose of this position is to supervise personnel in the fiscal/support staff for the Human Services Department. Perform and oversee fiscal/support responsibilities that including financial accounting, process state claims, create and monitor department fiscal reports, billing, client file management, reception, contract management, audit, maximizing resources, budgeting and determine allowable costs. The work is performed under the direction of the Director-Human Services.

Essential Functions

To perform this job successfully, an individual must be able to perform each essential function satisfactorily and in a timely manner. The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required or assigned.

Supervises and assigns duties to fiscal/support staff and counsel’s staff regarding duties. Evaluates staff work performance. Assesses staff training needs and coordinates training. Approves time off. Approves worker overtime within budget.

Provides recommendations in staff hiring/interviews, promoting, suspending, disciplining and terminating employees to Human Services Director. Responds to employee’s inquiries, complaints and concerns. Participates in resolving employee grievances.

Maintain agency accounting records that comply with County/State/Federal accounting requirements.

Oversee accounts receivable, accounts payable, billing, client funds, and payrolls.

Supervise receipting, recording and depositing revenues.

Supervise billing for Human Service activities.

Determine correct amounts to be reported for reimbursement within state and federal guidelines.

Prepares monthly reports to various departments for reimbursement of State Contracts for Human Services. Reconciliation of State reports to county records.

Reconciliation of expenses and revenues to the county records. Prepare journal entries as needed.

Verify payables entries and oversee preparation of vouchers to be submitted for payment.

Coordinate the interface for payment from WiSACWIS. Enter check numbers in WiSACWIS. Reconcile State reports with county and resolve any variances. Process any one time payments that are needed.

Supervise submitting data to the Third Party Administrator for CLTS and Managed Care contracts. Reconcile errors and resubmit for billing.

Assist in the preparation of the Human Services Department budget and annual report.

Uphold and adhere to a high degree of confidentiality within the Administrative/Fiscal unit.

Determine rate calculation to receive reimbursement in accordance with state contract guidelines.

Prepares Contracts and Purchase of Service Agreements with state, county, local and private entities. Complete audit confirmations. Monitor and reconcile, prepare documentation for auditors.

Manage Purchase of Services contracts, monitor contracts compliance. Review Provider Agency Audit reports in accordance with State contracts.

Conduct contract closeouts within contract and audit requirements. Provide lead for department response to audit inquiries and requests for information. Prepare monthly reconciliation reports for auditors of expenses submitted for reimbursement and the general ledger.

Respond on a timely basis to fund source requests for information.

Assure resources are maximized during annual close out process as well as annual budget process.

Coordinate, monitor and submit audit information.

Develop, recommend and implement financial operating procedures and systems.

Compile financial information, reports, schedules and statistics as requested.

Calculate and summarize time study data for reporting.

Maintain knowledge of and comply with Human Service program accounting, allowable cost policy, internal controls, record keeping, reporting requirements and standards and applicable departmental, state and federal policies.

Participate in on-going training, attend staff meetings and Human Service Board meetings as required.

Prepare monthly financial status reports for the Human Services Board.

Participate in regular department leadership meetings. Promote an understanding within the unit that it serves to support and assist the departmental staff.

Back up Fiscal Support Staff duties as needed.

Provide information to callers and visitors. Shred confidential information, fax materials, take and relay messages, photocopy material.

Knowledge, Skills, and Abilities

Ability to analyze and categorize data and information in order to determine the relationship of the data with reference to established criteria/standards. Ability to compare, count, differentiate, measure, assemble, copy, record and transcribe data and information. Ability to classify, compute and tabulate data.

Ability to explain, demonstrate and clarify to others within well-established policies, procedures and standards. Ability to follow specific instructions and respond to simple requests from others.

Ability to utilize a wide variety of descriptive data and information such as check registers, billing statements, financial reports, payments, spreadsheets, budgets, audit summaries, vouchers, invoices, benefit program manuals, computer software operating manuals, state bulletins and non-routine correspondence.

Ability to communicate orally and in writing with auditors, County Treasurer, County Clerk, service providers, clients, Social Services personnel and state agency personnel.

Ability to add and subtract, multiply and divide, and calculate percentages, fractions, and decimals.

Ability to use functional reasoning and apply rational judgment in performing diversified work activities.

Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against measurable criteria.

Training, Experience and Other Requirements

Bachelor’s degree in Accounting, Business or Finance with three years public agency accounting experience or Associates degree in accounting, business, or finance with at least 7 years of public agency accounting experience. Preference may be given for a Bachelor’s degree in Accounting, Business or Finance. Working knowledge of spreadsheet and database applications, government accounting and fund accounting. Valid motor vehicle operator’s license and/or available means of transportation required. Prior leadership experience helpful.

Job Type: Full-time

Pay: $30.46 - $39.17 per hour
