Primary PurposeThe Health and Human Services Agency provides a multitude of services to the citizens of Haywood County and includes a number of programmatic units which operate under Federal and State legal authority to provide services which include but are not limited to the following: Work First, Medicaid, Adult Placement and Prevention Services, Adult Protective Services, Family and Children"s Services, Food and Nutrition Services, Emergency/Crisis Intervention Services, Meals on Wheels, Medicare, Family Planning, Pre-natal and Maternal Health Care, Child Health, WIC, Breast and Cervical Cancer Program, Dental Care, Medical Lab testing, Outreach programs for CSC and Project ASSIST, Environmental Health Services for Food and Lodging, General immunizations programs, STD determination and prevention programs, School Health Nurses and Health Promotion. Federal, State and County appropriations fund many of these programs as well as grants and small fee charges cover some of the cost of these services as well.
This position functions within the Management Support Section of the Haywood County Health and Human Services Agency Health Division. Also helps with interpretation as needed for both the Health Division and the Social Services Division.
The primary purpose of this position is to perform interpretation services for the Hispanic population in the health department medical clinics, WIC, CC4C, Prenatal, Dental Clinic, Environmental Health, and Health Education unit of the Haywood County Health Department. This position serves as Management Support for the Prenatal unit, and Social Services Division, along with other clerical duties as this position progresses.
Spanish Interpretation Services - 90% Other duties as assigned - 10%
The Foreign Language Interpreter work schedule is Monday-Friday and the times can vary due to Dental Clinic patients arriving at 7:00 and having late appointments until 5:30pm.Schedule is not set for 8:00-5:00 each day. Has one hour lunch break.
Dental Clinic schedule has changed to ten hour days; four days a week- Monday-Thursday. Schedules Hispanic patients needing Dental services according to new operating hours.
This position has a variety of duties; therefore, this position must be scheduled according to priority within the framework of the workweek and according to absenteeism of fellow workers.
Description of Responsibilities and Duties
The primary purpose of this position is to perform the functions of check in and checkout.
Additional duties include but are not limited to: Provide back up to front desk receptions when need and/or required.
This position performs Interpreter Duties in support of interpretation and translation services for all
medical clinics, WIC, CC4C, OB Case Manager, Prenatal, Dental Clinic, Environmental Health, and Health Education in the health department, and any other duties that may be required by the department. May also require translation services in other areas of the agency including Economic Services Division, Social Work Division, and at the front desk for registration purposes.
This position serves as medical interpreter providing interpretation for patients in the clinical setting of the health department. Interpreting in the clinical setting requires knowledge of medical terminology in both languages and familiarity with medical procedures.
This position serves as community interpreter providing interpreter services in a health care setting as well as home environment. As a community interpreter, this position demonstrates considerable oral and written fluency in both languages, with knowledge of the culture and traditions of clients and is familiar with idiomatic language differences of clients from different areas. In a clinical setting, the community interpreter must understand (in both languages) any specialized medical terminology used by the health care providers. The community interpreter is the vital link that ensures the accurate and complete exchange of information between the public service provider and the client.
The role of the interpreter in the health and human service setting is to ensure that the service provider and the limited English proficient (LEP) client communicate effectively. The role of the interpreter is to be the voice of the provider and of the client.
This position offers Consecutive Interpretation, which is the rendition of brief spoken passages, such as questions and answers into the target language immediately after the individual has spoken.
This position offers Sight Translation, which is the oral interpretation of a written text. In the health and human service setting this might involve the sight translation of letters or records brought by the client or agency forms.
Interpreter must observe the health and human services ethical standards and agency policies by keeping all information from or about clients strictly confidential respecting the client"s right to privacy and confidentiality by not repeating information gained by personal knowledge of the client outside of the agency.
Consequence of Error: Errors in interpreting/translating could lead to improper medical diagnosis and/or treatment, potentially leading to the harm and/or death of the client.
This position performs Management Support Duties and Spanish Interpretation in support of Prenatal.
Interview pregnant women to verify pregnancy from other agencies if necessary, establish residency and do financial eligibility following proper policies and procedures or verify Medicaid status.
All information gathered from client interview and eligibility requirements are deemed confidential.
This position requires signing off on agency confidentiality form, to which is strictly adhered.
Explain Prenatal Clinic procedure.
Explain Medicaid coverage, refer client to DSS, and inform client of appropriate material to take with her when application is made.
Explain services to client if out of county physician is desired.
Offer WIC services and OB Case Manager services.
Schedule appointments for services desired.
Refer patients that are potentially high risk to Social Worker for OB case management.
Schedule an appointment for Prenatal Clinic, which includes childbirth education videos and WIC referral.
Appropriate paperwork is completed for lab tests.
Prepare medical record for clinic by retrieving old or current medical record and incorporating with prenatal record.
Prepare charts for Prenatal Clinic and for Prenatal Clinic Coordinator to review by attaching prenatal clinic instruction sheet, patient follow-up sheet, urine slips, pre-term labor card and AIDS brochure for each chart.
Act as receptionist for Prenatal Clinic by checking patients in and updating any information which may have changed since initial interview.
Instruct patient on the proper collection of a clean catch urine specimen. Instruct client on procedure for completing forms for Prenatal Clinic.
After Prenatal Clinic information is collected from patients" medical record and follow-up sheet is completed and distributed to Health Department staff, doctors appointments are logged on calendar.
Follow-up with other departments to make sure all records are returned from Prenatal Clinic.
These charts are then flagged for physician"s signature.
Copies of Medicaid cards and transmittal forms are filed in patients" medical record and Maternity Care Coordination record.
Appropriate prescriptions from doctors" offices are stamped using Health Department stamp and instructions given to patient for filling prescription.
Qualifications
Proficient Spanish Language interpretation is required to fill this position. Accuracy is an important factor of this position. Medical information must be interpreted/translated accurately and correctly for the physical, emotional, and financial well being of each patient/customer that the health department serves. Basic math skills needed.
High school graduate or GED and one year clerical experience .A medical background or experience in the medical field would be helpful in order for someone taking this position. Good clerical skills and computer experience would also be helpful. Additional training/certification in Spanish Interpreter Training.
Someone with experience could be trained for this position within three months time. Someone with no experience would need at least six months training to be able to fully perform the duties of this position.

This position translates written material from English to Spanish for clinical use with Hispanic clients.
Office Equipment Operation
Electric typewriter, Mitel Telephone System, 10 key calculator, Toshiba copier, Windows 95 network and Gateway computer using various computer programs, i.e., Microsoft Word, Eagle Soft, Excel, Access, Power Point, Internet Browser, E-mail, Cure MD, HIS State Network, fax machine, postage meter, and shredder.
Envelopes are typed for correspondence with other agencies and for letters that must be mailed .Letters are typed from handwritten copies
The copy machine is used 5 percent of the time for making copies for correspondence with patients, businesses, hospital, doctors" offices and other agencies. The personal network computer is used 20 percent of the time for creating flyers, pamphlets, and letters.
Management Support Supervisor reviews all work before mailing and distribution.
Mail is placed in employees mailbox by the front desk clerk
Correspondence with other agencies is processed by this position as requested by incoming mail
Supervision Received
Supervised by Management Support supervisor. This position is subject to County Personnel Policies.
Resource and Guideline Availability
HIS Manual, Webster"s Collegiate Dictionary, Taber"s Cyclopedic Medical Dictionary Professional is used. Medicaid Bulletins are used for reference regarding Medicaid changes.

Position requires mostly sedentary work that will occasionally require walking or standing for brief periods of time.
Requires exerting up to 10 pounds of force on a recurring basis as well as routine keyboard operations.
The job requires normal visual acuity and field of vision, hearing and speaking ability.
The position risks no exposure to environmental hazards.
Physical Effort:
Great physical effort is not necessarily a part of the job, but long hours to attend evening meetings or to work on agency related matters may be required. Occasional travel out of town may also be necessary. Stamina is required to endure and resolve crisis oriented work situations.
