SUMMARY:
The GIS Technical Manager is responsible for leading the planning, design, development, implementation, and maintenance of GIS data in accordance with the requirements of various projects acquired or assigned by Tetra Tech’s public/private clients. Candidates must be knowledgeable with ESRI's software products. Duties include leading teams of GIS Analysts performing simple to complex data analyses to provide Clients with desired deliverables. This position also requires the ability to connect with clients through systematic business development and marketing efforts, manage projects and teams, and see tasks through to completion. The ideal candidate will be located in Puerto Rico and must be fluent in both Spanish and English.
Your Role:
The GIS Technical Manager will play a key role in obtaining and assisting new clients and supporting existing Clients and Project Managers with planning and design of projects for a variety of municipal, state, and federal clients throughout the CONUS. The individual will oversee GIS teams performing condition assessment, master planning, watershed modeling, and remediation projects. Major duties/responsibilities of the position require a working knowledge of and the ability to lead/carry out the following tasks:
- Mentor and grow staffing and expertise to continue to diversify service offerings to clients.
- Meet with internal and external clients to define data needs, project requirements, or required outputs.
- Work with a project team to support a variety of municipal, state, and federal projects.
- Develop GIS projects consisting of vector, raster, and tabular data.
- Responsible for the development and production of reports, presentations, maps, and models for a variety of environmental, utility, and water resources projects.
- Performing quality control on database attributes.
- Aiding with project pursuits including the preparation of proposals and the development of project scopes.
- Operate and maintain GIS system hardware, software, plotter, digitizer, color printer, and video camera.
- Field work on-site in both CONUS and OCONUS on trip lasting 1-3 weeks.
- Strict adherence to the Tetra Tech safety policies.
- Other duties as may be assigned.
Qualifications:

- Bachelor's degree in Geography, Geographic Interface Systems, or related field.
- A GISP (Certified GIS Professional) certification is preferred.
- Minimum of 5 years of experience. Previous project experience in environmental, utility, and watershed projects for municipal, state, and Federal entities is preferred.
- Experience as a technical manager and having managed a variety of projects at various levels of complexity and cost, maintaining project schedules and project cost, and achieving or exceeding revenue projections is preferred.
- Experience managing projects in the Federal or Public sector is preferred.
- Experience consulting on built infrastructure asset management and facility management preferred.
- Experience mentoring staff with software, report writing, and proposals.
- Strong work ethic and problem-solving skills.
- Effective time management skills with the ability to meet tight deadlines.
- A valid driver’s license.
Requirements for program support:
- Plan and coordinate GIS activities to meet outlined GeoFrame Program goals.
- Provide the GIS services related to collecting, processing, editing, correcting, documenting and analyzing the cadastral data needed for this Program.
- Will collect GIS data related to the Program from various sources, consolidating that data, performing quality assurance checks and subsequently creating a data gap analysis.
- Develop quality control and assurance standards and methods.
- Design digital maps and produce GIS based reports.
- Conceive plans, cartographic maps and conduct research in problem areas of considerable scope and complexity.
- Responsible for identifying, implementing, and managing GIS data within the ESRI platform.
- Surveys, Assessments, Evaluations, and Analyses for Indoor Air Quality and Hazardous Material such as Asbestos, Mold and Lead-based Paint.
- Experience with the utilization of orthophotography within the context of parcel data development. Experience with mobile data collection processes, GPS, and survey data integration. Experience with web mapping, python scripting, remote sensing analysis and classification. Understanding of different types of geographic datasets and ability to perform data conversions. Thorough understanding of coordinate systems and projections.
- Establish a business presence and pursue work for your Operating unit.
- Work with other local Tetra Tech Operating Units to support business development.
OTHER SKILLS:
Candidate must have the ability to work well in a professional and team-oriented environment, as well as independently. Candidate should possess strong organizational skills and be client focused. Must possess advanced computer skills; the computer skills must include proficiency in Suite of ESRI software, Microsoft Access Database, Web Application Database, programming/application development, cartographic production/digital mapping, web-based and field mapping applications (Survey 1-2-3 and collector), and Microsoft Office applications. Effective oral and written communication essential to this position. Must be fluent in the English and Spanish language; both in speaking and writing. Report and proposal writing for a range of projects is required.
