General Description

Entry level GIS position. Performs research of County file system to produce data for input to Geographic Information System (GIS) data input. This position performs geographic and non-geographic data management, cartography and utilizes GIS methods using a variety of software environments in support of all Public Works activities.

Essential Job Functions

  • Performs research and documentation to produce data for input into GIS.
  • Develops and maintain Geodatabases, datasets, feature classes and attributes for a variety of Geographic data.
  • Designs and implement necessary geodatabase domains and feature class subtypes.
  • Compiles, manipulates, refines, and integrates geographic data from a variety of sources including public domain data warehouses, field observations, satellite imagery, aerial photographs, remote sensing and existing geographical data.
  • Understanding of the methods to extract and integrate data into GIS from multiple formats, including but not limited to: Access, CAD, DBF, Excel, KMZ / KML, TXT and XYZ data.
  • Understands and utilizes geodatabase topology to maintain quality GIS data.
  • Produces detailed, high quality cartographic map products (digital and hardcopy) and relevant reports in accordance with Pasco County BOCC standards, methodologies, and department needs.
  • Performs quality assurance and quality control for active GIS projects & Geodatabases.
  • Coordinates and prepares data for field work and data collection.
  • Supports any and all GIS & data needs for CMMS City Works.
  • Operates, maintains GIS related equipment – plotters, printers, scanners, and various computer terminals and workstations.
  • Operates, maintains Public Works asset collection equipment - GPS data collectors, various survey equipment, and reference stations.
  • Operates a Countywide computer system in addition to GIS.
  • This position is part of a team of GIS professionals who are dedicated to producing a high quality product.
  • This will require working with multiple personnel, departments, & contractors at any given time.
  • Performs related work as required.

Knowledge, Skills and Abilities

  • Strong working knowledge base of GIS/ARC INFO.
  • Knowledge of mathematics up to and including trigonometry.
  • Knowledge of drafting principles.
  • Knowledge of the state-of-the-art equipment, software, and computer-aided design and drafting work.
  • Knowledge of computer practices and procedures as they relate to completing drafting projects.
  • Ability to analyze assigned problems, gather and organize the data, and arrive at valid conclusions.
  • Skill in computer-assisted drafting.
  • Ability to work on multiple projects simultaneously, with a commitment to keeping projects on time and within budget.
  • Ability to make the necessary updates to existing Standard Operating Procedures (SOP) when needed.
  • Ability to work well with others and possess strong communication/customer service skills.

Minimum Requirements

PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication. Ability to lift and carry a minimum of 20 lbs. or more. Required due to field work & day-to-day equipment usage in and out of the office. Field work generally consists of asset data collection, equipment troubleshooting, and other related work as required. Field work requires prolonged exposure to the elements for extended periods of time and the ability to safely traverse uneven ground and brush. Ability to be assigned & work at the Pasco County BOCC Emergency Operations Center (EOC). When activated the EOC can be a high stress environment and will require long hours of shift work & time away from home.

EDUCATION, TRAINING AND EXPERIENCE: Graduation from high school or possession of an acceptable equivalency diploma. College level courses in Geography or Computer Science preferred. Two (2) years of experience using ARC/INFO or equivalent GIS mapping software. Arc Macro Language (AML) or Visual Basic Application programming preferred.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license.
