POSITION SUMMARY:

The Harnett County's Solid Waste Department is currently recruiting for a Heavy Equipment Operator to perform skilled equipment operation work at the County Landfill. This employee will operate heavy equipment such as large dozers, compactors, loaders, backhoes, etc.. for a variety of construction and maintenance operations.

  • This position requires to work on a rotation schedule, every third or fourth Saturday.

DUTIES AND RESPONSIBILITIES:

  • Operates heavy equipment such as large dozers, compactors, pan scraper, excavators, backhoes and other equipment to clear the landfill and spread and cover landfill solid waste (LCID and C&D) with dirt.
  • Operates motor grader in the grading, ditching and other construction and maintenance of dirt roads and the repair of road surfaces at the landfill.
  • Operates a loader to fill trucks in the transfer station or in a dump truck.
  • Monitors waste being dumped at the landfill for proper materials; separates out materials not allowed; explains proper access and use of the landfill to the public.
  • Performs preventive maintenance and make repairs and adjustments to heavy equipment.
  • Participates in dewatering operations.
  • Must be able to drive a tractor-trailer.
  • May serve as Weighmaster.
  • May prepare simple records of work activities.
  • Separates recyclable materials and loads into shipping containers.
  • Mows and maintains landfill acreage.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS:

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

High School or General Education Development Diploma (GED) and two years of experience in heavy equipment operation.

Licensing and Certifications:
Possession of a valid North Carolina driver's license; ability to complete the SWANA Waste Screening training and the Landfill Operations training within one year from date of hire. Commercial Driver's License (CDL) is preferred.

Knowledge, Skills, and Abilities:
  • Knowledge of the operation and maintenance of heavy construction equipment.
  • Considerable knowledge of landfill operations including grading and drainage requirements; regulations regarding solid waste materials disposed in landfill.
  • Knowledge of hazards, safety rules and precautions of operating heavy equipment.
  • Skill in interpreting and applying applicable laws, codes, regulations and standards.
  • Ability to establish and maintain effective working relationships with the public and other employees.
  • Ability to follow oral and written instructions.

SUPPLEMENTAL INFORMATION:

Successful completion of a drug screening and criminal background check will be required as a condition of employment. Certain designated safety-sensitive positions also require completion of post-offer pre-employment physicals.
