Job description
General Description
Performs highly advanced (senior-level) consulting, advising, and analysis of work. Work invoices serving as a liaison to County departments in assigned areas to direct, oversee, and/or coordinate the review and analysis of purchasing policies for effective and efficient operations, keeping the Purchasing Agent, the Assistant Purchasing Agent or designee informed, and advising the Purchasing Agent, the Assistant Purchasing Agent or designee on pending legislation and legal issues. May plan, assign, and/or supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Examples of Work Performed
Identifies, develops and implements quantifiable key performance indicators.
Identifies weaknesses in all areas to hold appropriate training's for staff development.
Establishes goals and objectives, develops and approves schedules, priorities, and standards for achieving goals.
Directs staff in project planning, organizing, and implementation.
Reviews all current internal processes to identify areas of opportunity for continuous improvement to remain compliant with procurement statutes.
Reviews and analyzes legislation related to procurement, including tracking legislative bills and assisting with bill analysis.
Conducts training's for internal and external personnel regarding any related topics as defined in the Purchasing Policies and Procedures Manual.
Held accountable for reading and understanding codes and statutes as they relate to procurement, (i.e. LGC, UGMS, OMB Circulars, HUB, MWBE, etc.)
Directs and participates in countywide planning and policy development as it relates to procurement.
Assists in planning, implementing, directing, monitoring and evaluating countywide projects as they relate to procurement, as assigned.
Researches, develops and recommends new and globally competitive ways of doing business in the County.
Assists in planning, developing and conducting presentations.
Assists in research projects and recommends information necessary for strategic planning and operations as it relates to procurement.
May assist with approving requisitions in time of high volume.
Works under limited supervision, with considerable latitude for the use of initiative and independent judgement.
May plan, assign and/or supervise the work of others.
Performs related work as assigned.
Education and Experience
Graduation from an accredited four-year college or university with major coursework in business, public administration, finance, accounting, economics, political science, law, or related field is generally preferred.
One (1) year of experience in contract administration, management, evaluation, or monitoring of contract providers, or research services.
Two (2) years of related experience may be substituted for one (1) year of education
Registration, Certification, and Licensure:
May require certification as a Certified Texas Contract Manager (CTCM)
Must have a current valid Texas motor vehicle operator’s license
Must be able to be insured by the County’s insurance carrier
Knowledge, Skills and Abilities
Knowledge of purchasing and procurement methods and procedures, of state procurement principles and practices, of assigned commodities and products on the open market, of supply sources, and of the principles of business administration and accounting.
Skill in evaluating and presenting legislative information, in problem solving and negotiating, in policy analysis and research and in the use of a computer and applicable software.
Must pay attention to detail, to perform and develop methods and procedures, to maintain a system of record keeping, to maintain effective working relationships with others and to communicate effectively.
Must demonstrate good critical thinking and problem solving skills with excellent oral communication skills.
Proper interaction with elected officials, department heads, department staff, business organizations and the general public is a must.
Ability to exercise sound judgment in making critical decisions, to analyze complex information and develop plans, to interpret complex data, analyze issues, to work under pressure and meet close deadlines, to communicate effectively and to plan, assign, and/or supervise the work of others.
