The Virginia State Police is seeking qualified applicants for a HR Consultant Compliance and Initiatives position in the Human Resources Division, located in North Chesterfield, Virginia. The incumbent in this position leads, manages, and provides guidance and direction to human resource staff throughout the Department of State Police, working specifically within the areas of compliance and strategic initiatives. This position manages and coordinates a variety of HR projects and strategic initiatives with an emphasis on advancing technology and streamlining HR services across the agency. This position is also directly responsible for the overall administration, coordination, and evaluation of the HR compliance functions across VSP in accordance with state and federal laws, regulations, and policies. This is an Exempt position; therefore, this position is excluded from the provisions of the Fair Labor Standards Act due to the nature of duties and job responsibilities.
DUTIES:
- Management/Coordination Compliance and Workforce Planning Functions
- Plans, organizes, and manages Human Resources Compliance and Workforce Planning programs for the Virginia State Police in compliance with applicable federal and state employment law, Commonwealth policies, and Department procedures and practices.
- Ensures the consistent, equitable, efficient, and effective implementation of policies and procedures to ensure the agency meets compliance requirements.
- Designs and utilizes organizational development strategies that influence organizational effectiveness in support of business strategies.
- Subject Matter Expert and HR Business Partner
- Serves as a consultant and administrative expert, primary point-of-contact, and strategic partner in the functional areas of Compliance and Workforce Planning.
- Provides strategic guidance and consultation to Human Resource staff, supervisors, and leadership in the areas of compensation management, employment, workers’ compensation, health benefits, and EEO programs.
- Analyzes trends to determine need for new or solutions to existing services and programs.
- Resource Information System (HRIS) Projects and Other Strategic Initiative
- Plans, organizes, and manages and supports HRIS projects and various strategic initiatives in compliance with applicable federal and state employment law, Commonwealth policies, and Department procedures and practices.
Ensures the consistent, equitable, efficient, and effective implementation of systems, policies, and procedures to ensure the meet agency needs.
- May be required to perform other duties as assigned.
- May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
Minimum Qualifications
QUALIFICATIONS:
- Comprehensive knowledge of principles and practices of human resource management; applicable state and federal employment laws, policies, and practices; HR information systems; and audit practices.
- Strong project management skills to effectively balance competing priorities during project lifecycles.
- Strong leadership and communication skills are required.
- Advanced analytical and technical skills including expertise in Excel, Word, PowerPoint is required.
- Demonstrated ability to develop, plan, implement, and evaluate HR programs and services; to make sound, informed decisions on HR programs and services; to counsel management and employees in matters related to HR programs and services; to exercise discretion and ensure a high level of confidentiality; to supervise the work and development of HR staff; to support multiple concurrent projects that cross functional areas and systems; to balance priorities; to facilitate project planning meetings; and to meet tight deadlines and escalate effectively as necessary in order to meet project timelines to manage and mitigate project risks required
- Graduation from high school or equivalent.
- Bachelor’s degree from an accredited college or university in HR, HRIS, information systems, business administration, criminal justice or a related field is preferred.
- Considerable experience managing programs and projects.
- Experience planning and implementing systems.
- Prefer graduate degree in HR, HRIS, information systems, business, criminal justice or a related field; professional HRM certification (e.g., SHRM-CP/SCP, PHR/SPHR certifications) or other related certification demonstrating expert knowledge in field.
- An equivalent combination of training and experience indicating possession of the preceding knowledge, skills, and abilities may substitute for this education and experience.
- A background investigation shall be required.
