Cape Fox Facilities Services is seeking an HR Specialist (Performance Management) to join our team in Washington, DC in support of the US Agency for International Development (USAID). This is a HYBRID position requiring an in-office presence one day per week.

Job Summary

  • This position reports to the Division Chief, Performance Management (PM) within the Office of Human Capital and Talent Management (HCTM), Center for Performance Excellence (CPE). PM is responsible for managing, evaluating, and recognizing exemplary performance. This includes managing all matters pertaining to the Agency’s Civil Service (CS), Senior Executive Service (SES), Senior Level and Scientific or Professional (SL/ST), and Administratively Determined (AD) performance evaluation systems; as well as the administration of USAID’s incentive, performance, and Presidential award programs.

Essential Functions and Responsibilities

  • The incumbent will serve as a Human Resources Specialist supporting CS employees in General Schedule (GS) positions GS-15 and below (including Schedule A and C employees) and employees whose appointments are AD-15 and below. He/she will serve as a Human Resources Specialist (Performance Management) performing Performance Management functions including performance management policy development, training, review and oversight, and performance based awards. The incumbent receives directions and reports to the Performance Management Division Chief. The incumbent will provide management advisory services in coaching, counseling, recognizing top performers, and taking appropriate actions on performance issues. Provide managers and employees with information on and interpretation of the agency's performance management policies, procedures, and guidelines, when the issues addressed are of moderate difficulty requiring interpretation and adaptation of regulations.
  • Plans, organizes, and delivers performance management training to a variety of audiences. Training content will cover the stages of Performance Management (e.g, Planning Monitoring, Reviewing and Rewarding), to include Future of Work (FoW) Outreach Sessions. Establishes lesson plans, such as training for employees, supervisors and new hires.
  • Advises managers and supervisors on evaluation, feedback and recognition techniques, establishment of critical elements and standards, aligning employee performance plans with organizational goals, and the overall adequacy and quality of employee performance plans.
  • Provides managers and employees with information on and interpretation of relatively complex USAID performance management guides, such as the recommendations contained in USAID's instructions and forms for establishing and rating performance elements.
  • Provides managers and employees with information on and interpretation of agency's performance-based award policies, procedures, and guidelines, when the issues addressed are of moderate difficulty requiring interpretation and adaptation of regulations. Performs the review of performance award recommendations for compliance with the Office of Personnel Management (OPM), U.S. Department of State, and USAID processing instructions and guidelines. Ensures that performance documentation required for performance awards align with the assigned duties and the official performance plans, mid-year reviews, and annual performance evaluations.
  • Develops and maintains numerous excel spreadsheets to improve accuracy of information communicated between departments. Establish long and short-term objectives to identify needs of the organization, assist in the development of procedures and establishment of policy for building, updating, auditing, accountability and disposition of automated and manual records, and program management. Analyzes, organizes and utilizes data to reach meaningful conclusions and makes recommendations to improve programs and communicate results and outputs. Uses advanced Microsoft Excel and Google Sheets to create pivot tables and pivot reporting as well as VLookup function.
  • Performs other duties as assigned that align with supporting the PM Division and the Center for Performance Excellence.

JOB REQUIREMENTS

Education and/or Experience

  • A four-year degree (or higher) from an accredited college or university is desirable, but not required.
  • At least four years of specialized experience is required for this position.
  • Experience in managing HR performance management policies and programs for CS General Schedule positions GS-15 and below (including Schedule A and C employees) and employees whose appointments are AD-15 and below.

Qualifications and Requirements

  • Interested applicants should be detail-oriented, possess the ability to provide training, research and process a wide range of concepts, principles, practices, and legal and regulatory requirements related to the federal and agency-level performance management programs, as well as demonstrate technical proficiency using spreadsheets, databases, and data mining and reporting tools. Takes initiative to recommend new strategies, tools and approaches.
  • Specialized experience: Knowledge of fundamental HRM laws, principles, systems, policies, methods, practices, and techniques related to performance management systems. Good analytical and research skills to fact find information and recommend possible solutions to leadership staff.
  • Sound written communication skills to develop and prepare clear explanations of analytical findings and prepare memos and other written documents. Sound oral communication skills to communicate directly with diverse audiences.
  • Ability to work under deadline pressure, handle stress and deliver professional results.
  • Long hours and weekends may be required to meet deliverables.

Attention to detail.

  • Self-motivated with minimal oversight.
  • Computer skills including Microsoft Word, Excel, PowerPoint, and Outlook.

Some travel may be required.

  • Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986.
  • MUST BE ABLE TO OBTAIN AND MAINTAIN USAID FACILITY ACCESS
