Position Summary

This is a full-time, 12-month, position.

This position provides overall strategic direction, advising, and organization for Eugene School District 4J's “Grow Your Own” program, leads key initiatives, pursues funding to ensure the sustainability of partnerships, oversees data collection, coordinates communication efforts, and performs other administrator-level activities as assigned. 4J's “grow your own” initiative is designed to provide professional development opportunities, explore career trajectories, assist with navigating the teacher pathway continuum, identify financial assistance, provide mentoring opportunities, and emphasize culturally affirming strategies for future educators.

The Administrator operates with autonomy in close consultation with the Director of Human Resources, aligning decisions with all applicable local, state, and federal laws and regulations, as well as District policies and collective bargaining agreements. Independent judgment and decision-making is required in matters not having established rules, regulations or policies. The incumbent works closely with administrators and supervisors throughout the District in order to make the most effective decisions.

The Grow Your Own Administrator will have an area of focus and responsibility as described below:


PERFORMANCE RESPONSIBILITIES

  • Develops a regional understanding of the educator workforce needs and collaborates with district-based, college-based, and university-based teacher pathway representatives.
  • Collaborates with partnering school districts' human resources departments and Institutions of Higher Education (IHE) to inform best practices to develop strategies and pathways for aspiring educators and provide technical support to administrators by understanding, executing, and implementing a diversified workforce.
  • Provides organization, leadership, and technical assistance in implementing regional and district-level networks to support educators new to the profession.
  • Works closely with District staff and the regional educator network to develop and share resources, organize protocols, allocate tasks, and address service gaps.
  • Coordinates with District Communications staff to produce and implement outreach and promotional activities, including regularly updating website and social media site information, print materials productions, press releases and media relations, and community presentations;
  • Collects and analyzes information on plan implementation for program improvement and program impact evaluation.
    • Collects, analyzes, and synthesizes information in partnering districts’ efforts to recruit and retain diverse staff.
    • Prepares short and long-range plans for the development and implementation of the program
    • Manages the collection of data to identify supports needed for educators incorporating Oregon’s Equity Lens & Eugene SD 4J’s Equity Lens to ensure a focus on increasing the number of BIPOC educators.
  • Manages the grant budget and contracts.
    • Monitors the expenditure of funds distributed to the LRT Pathways Program and collaborates with Business Services to submit reports to ODE and other funding agencies as necessary.
    • Follows a documented process of approval of expenditures to ensure compliance with grant goals.
    • Maintains documentation of financial reports and other grant records required to meet retention requirements.
  • Works collaboratively with District staff and partner agencies to research and pursue grant and other funding opportunities to support the Grow Your Own Program implementation or expansion.
  • Maintains knowledge and skills on current research, effective practices, and trends related to assignment. Plans, implements, and directs a comprehensive Grow Your Own (GYO) Pathway system to grow the licensed and classified employee workforce within the District, focusing on critical shortage areas and underrepresented groups.
  • Works collaboratively with the district leadership teams to identify priorities for services that support successful recruitment and retention of a diverse workforce.
  • Prepares reports and recommendations related to programs and services provided as requested and scheduled.
  • Supervises and evaluates direct reports assigned to the Grow Your Own Program.
    • Supports training and professional development to enhance knowledge and skills.
    • Communicates and monitors the District’s policies and procedures regarding staff responsibilities related to their job descriptions; takes appropriate action to coach under-performing staff.
  • Performs other related/associated duties as assigned.

Minimum Qualifications

QUALIFICATIONS AND REQUIREMENTS

Education and Experience

  • Bachelor’s degree in education or related fields such as public administration or social services required. A Master's degree in Education or a related field is preferred.
  • A valid Oregon Professional Administrative License is preferred or ability to obtain one.
  • Experience coordinating services and communicating with multiple diverse stakeholders, including experience working with public schools and with social service agencies is required.
  • Valid Oregon driver’s license is required.
  • Consideration will be given to an alternative combination of experience and training.

Knowledge, Skills, and Abilities

  • Ability to speak, read, and write English fluently required.
  • Knowledge of best practices in strategies/programs for diverse participants in the GYO program.
  • Ability to objectively evaluate and document the achievement of program objectives.
  • Demonstrated leadership skills, including maintaining a global perspective and vision; establish and implement workgroup direction; lead and supervise staff, and make effective decisions.
