Duties
Major Duties:
Provides guidance and counsel to facility and VISN employees, managers and supervisors regarding their rights, responsibilities and requirements under the Federal Employees' Compensation Act (FECA) immediately following the first report of work-related injury or illness.
- Monitors the medical progress and duty status of all injured workers by obtaining periodic medical reports to determine duty status or clarify medical work restrictions imposed to assist the injured worker in progressing to full duties of the pre-injury position.
- Develops and implements standardized VISN procedures and processes in the form of Standard Operating Procedures (SOPs) governing facility workers' compensation program activities and methods for use in evaluating employee benefits or benefits activities.
- Interprets and applies emerging case law (MSPB, ECAB and Federal Court decisions) to program implementation decisions.
- Completes technical reviews, analysis and collaboration among internal and external stakeholders to ensure accurate processing of WC claims.
- Reviews and interprets medical portions of claim based on medical matrices and the level of disability in relationship to the work injury, considering any preexisting medical conditions and subsequent medical conditions of the injured employee.
- Evaluates all claims against the five required elements of a compensable claim, i.e., Time elements, federal employee status, Fact of Injury (factual), Fact of Injury (medical, diagnosis), Performance of Duty, and Causal Relationship.
- Develops VISN workers' compensation educational and training materials to ensure consistent implementation of methods and procedures for the workers' compensation functions at all VISNs and facilities.

Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Basic Qualifications: From the description below, please select the response that best reflects your level of experience or education related to the basic requirements.Merit-Based:-Do you possess one year of specialized experience requiring knowledge of and/or skill in applying basic HR concepts, laws, principles, policies, methods, practices and/or HR systems. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. This experience must be equivalent to at least the GS-4 level of the Federal Government.

Education-Based Method:
- Successful completion of bachelor's degree (or higher).OR
- Training 1: Successful completion of at least 12 credit hours of college-level (associate degree or higher level) course work in any of the following types of fields, majors or programs or those closely related as evidenced by the course or programs: HR (general), HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and humanities.
- Training 2: Successful completion of at least four formal training courses in HR. The focus of these HR courses will be in areas or those closely related to general HR, Federal HR, private sector/corporate HR or HR management. These courses must be offered through VA (i.e., Talent Management System courses), Federal agencies/departments (i.e., OPM Federal Human Resources Institute) or through external organizations (i.e., HR Certification Institute (HRCI®) Learning, HR University or Management Concepts). For the purpose of this standard, formal means interactive (online or in-person) training that includes communication between the participants and/or the instructor. Successful completion is evidenced by documentation of successful completion by the training organization.
- Training 3: Successful completion of a formal certificate program in any of the areas (or related areas) listed in Training 1 (above) or those closely related as evidenced by the course or programs. A formal certificate program for the purposes of this standard means a series or set of courses that provide a foundational or advanced knowledge. The courses must have been provided by an accredited college, university, organization or company and must have required assignments and/or other course work. Examples of providers include, but are not limited to, Purdue University, Global Cornell University (i.e., eCornell) or Wharton School. Successful completion is evidenced by documentation of completion by the training organization.
- Training 4: Current professional HR certification through the Society of Human Resource Management (SHRM), HRCI®, International Public Management Association (IPMA) (or Public Sector HR Association (PSHRA)), American Society for Health Care Human Resources Administration (ASHHRA) or an organization or company that has a formal structure and is nationally recognized by the profession.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. To qualify for this position at the GS-11 level, you must meet one of the following:
Specialized Experience: You must have one (1) full year of specialized experience equivalent to at least the next lower grade (GS-09) in the Federal Service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience typically includes, but is not limited to: knowledge of, and skill in applying, a wide range of HR concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive HR management advisory and technical services on substantive organizational functions and work practices; Knowledge of analytical and diagnostic techniques and qualitative and quantitative techniques sufficient to identify, evaluate, and recommend to management appropriate HR interventions to resolve complex interrelated HR problems and issues; Knowledge of techniques for developing new or modified HR work methods, approaches, or procedures for delivering effective HR services to clients; Knowledge of consensus building, negotiating, coalition building, and conflict resolution techniques sufficient to interact appropriately in highly charged emotional situations; and written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations.

Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-09 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-11 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes:
Knowledge, understanding, and application/interaction of the Reasonable Accommodation program, federal position Classification, Recruitment and Placement, Schedule A appointments, Employee Relations, Federal leave programs, Federal insurance benefits, Compensation, Pay Setting/Retained Pay provisions, OPM Restoration Rights, Federal Employee Compensation Act (FECA), Equal Employment Opportunity (EEO) implications. Knowledge of a field facility Medical Center policies, such as safe patient handling, and their applicability on Workers' Compensation cases. Knowledge of Medical Center cost analysis for budgetary planning. Functional knowledge in the areas of EEO and MSPB laws and regulation to provide guidance to Facility and VISN Management and other stakeholders for EEO and MSPB hearings when it relates to workers' compensation. Knowledge and understanding of facility ergonomic policies and available resources to provide necessary equipment to enable return to work or prevent work-related injury or illness.
Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
