Human Services Case Manager

Classification Title: Human Services Case Manager 1, C20

Location: 647 1st Ave. N., St. Petersburg, FL 33701 and 2189 Cleveland St., Clearwater, FL 33765

The starting pay rate for this position for external candidates is $19.38 per hour (current Pinellas County Government employees to follow HR compensation guidelines).

This is a professional office/field social work role. Employees in this class exercise considerable independent judgement in obtaining health and social services for clients. A high degree of public contact is exercised requiring professionalism, tact and poise. Requires an ability to relate professionally to a wide range of diverse residents applying for public assistance.

Essential Job Functions

  • Interviews applicants and responds to questions regarding availability of and eligibility for benefits.
  • Pre-screens and processes applicants for determination of medical and/or financial assistance eligibility, advises applicants of needed documentation, and refers ineligible applicants to alternate community resources for assistance.
  • Provides information and referral services to clients and acts in a liaison capacity with other human service providers to assist clients in accessing services from other agencies and programs;
  • Keeps records of cases and prepares any required reports.
  • Maintains an active caseload.
  • Enters accurate and timely notes, and scans documentation and forms in appropriate databases.
  • Applies policies and procedures of the department's eligibility determination process.
  • Checks benefits from other sources;
  • Processes medical records as requested;
  • Performs data entry and record keeping;
  • Prepares and prints medical ID cards and issues to clients;
  • Attends meetings as needed;
  • Performs other related job duties as assigned.

Position Specific Requirements

  • Five (5) years of technical and professional experience in social casework or related field; or
  • An Associate's degree in social work, psychology, sociology, or a related field and one (3) year of experience as described above; or
  • A Bachelor’s degree in social work, psychology, sociology, or a related field and one (1) year of experience as described above; or
  • An equivalent combination of education, training, and/or experience.
  • A valid Florida Driver License, in good standing, will be required in order to travel to other locations for interviewing and various meetings.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  • Ability and willingness to travel throughout Pinellas County.
  • Participation in the Pinellas County Employee Disaster Preparedness & Response operations.

Highly Desirable

  • Knowledge of services offered by the County and other local community services agencies.
  • Fluent in any languages other than English, particularly Spanish.
  • Ability to work a flexible work schedule when needed.

Knowledge, Skills, and Abilities

  • Knowledge of the principles, procedures and practices of social work and of casework methods and techniques.
  • Knowledge of applicable laws, rules, and regulations related to providing public assistance, medical care, and social welfare;
  • Knowledge of services offered by the County and other local public and private community service agencies;
  • Knowledge of Human Services policies and procedures;
  • Ability to conduct client interviews over the phone and in person and solicit/process information from applicants.
  • Ability to work flexible schedules as necessary.
  • Ability to apply computer applications and software.
  • Ability to communicate effectively with co-workers, applicants, medical staff, community agencies, and the general public.
  • Ability to apply policies and procedures to the department’s eligibility determination process;
  • Ability to effectively communicate with applicants, other community agencies, and the general public;
  • Ability to prepare correspondence and comprehensive reports.

Physical/Mental Demands

The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Additionally, the following physical abilities are required:

  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Visual ability: Sufficient to effectively operate office equipment including copier, computer, etc.; and to read and write reports, correspondence, instructions, etc.
  • Hearing ability: Sufficient to hold a conversation with other individuals both in person and over a telephone; and to hear recording on transcription device.
  • Speaking ability: Sufficient to communicate effectively with other individuals in person and over a telephone.
  • Mental acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Repetitive motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
