Type: Full-time position

ABOUT CATF

Clean Air Task Force (CATF) is a non-profit organization working to safeguard against the worst impacts of climate change by catalyzing the rapid global development and deployment of low-carbon energy and other climate-protecting technologies. This is accomplished through research and analysis, public advocacy leadership, and partnership with the private sector. CATF is highly respected for its deep expertise and research on energy and industrial systems and potential strategies, technologies, and policies that can radically shrink their impact on the planet's atmosphere. Our team of 60+ experts and advocates (and global network of subject matter experts and civil society partners) put this research and knowledge into action by designing and enacting public policies that drive toward zero emissions. We also support policies and work directly with private industry to innovate in technology to make the path to zero emissions swift and affordable. CATF is headquartered in Boston, with staff working virtually around the U.S. and elsewhere.

ROLE

The role of the Hydrogen Hubs Manager is to advance the successful development of hydrogen hubs in key regions in the United States. Hydrogen hubs are end-to-end systems of fuel supply, demand, and connection, functioning as small instances of a much larger “hydrogen economy” that could follow. The Hydrogen Hubs Manager will work at both federal and local levels to support the development of individual hubs and ensure that hubs have the planning and implementation time and support needed to become successful. The Hydrogen Hubs Manager will work closely with CATF's leadership team and specialists in technology, policy, law, and communications, particularly with CATF's Zero-Carbon Fuels, Federal, and State Policy teams. The Hydrogen Hubs Manager will also lead a small and growing team, managing four other CATF staff working on hydrogen and carbon management hubs.

Key Functions and Responsibilities:

  • Engage with stakeholders in U.S. Congress on developing new or additional federal policies relevant to hydrogen hubs and on coordinating or managing any Congressional oversight on the hydrogen hubs program (in collaboration with the Zero-Carbon Fuels Policy Manager).
  • Engage with the U.S. Department of Energy (DOE) on hydrogen hub program design and coordinate directly with hydrogen hubs implementers at DOE and at the regional level.
  • Help facilitate the creation of business consortia and provide input to ensure environmental safeguards in project design and to highlight the environmental benefits of hydrogen hubs projects.
  • Develop supporting information and recommendations to advocate for both effective project selection criteria and an efficient and thoughtful selection process through meetings, responses to Request for Information (RFIs), and other engagements.
  • Seek out and engage local leadership in fluid bi-lateral discussions of priority interests and concerns around hydrogen hub development. This outreach will include elected officials, community leaders, civil society, and industry leaders.
  • Engage with historically disadvantaged communities potentially impacted by hubs, particularly communities facing environmental justice and fossil transition issues.
  • Coordinate internal cross-programmatic engagement in hydrogen hubs with CATF colleagues, synthesize learnings from various hub regions, and lead a team of regional hubs managers.
  • Coordinate and manage analyses of local/regional hydrogen demand and markets for downstream hydrogen users.
  • Inform discussion around hubs configurations and engender support for constructive options development by stakeholders in both the private sector as well as government and community.
  • Identify potential hubs projects roadblocks and facilitate mitigation plans.

Skills/Qualifications:

  • Advanced degree (Masters or higher) with relevant successful professional experience in government, industry, and/or civil society organizations.
  • Experience in business development, regional planning, or project development is a plus, but we encourage any candidates with interest and professional background in climate, energy, or related fields to apply.
  • Capable of working and collaborating in a virtual office environment; willingness to travel extensively.
  • Consistent follow-through, and a commitment to high-quality work.
  • Entrepreneurial and self-starting/self-management approach to work.
  • Successful lobbying/advocacy experience a plus.
  • Avid networker skilled at building trust with a wide range of people.
  • Passion for CATF's mission.
  • Formal or informal experience managing people or leading small teams.

Compensation and Location:

This is a full-time position. CATF offers an excellent benefits package and a competitive salary that is commensurate with experience. The location for this position is flexible within the U.S.
