Overview:

Multnomah County provides services to immigrants and refugees regardless of immigration status and is a member of “Welcoming America”, a national network of local governments and nonprofits that shares best practices on serving immigrant and refugee residents.
This new program seeks to build from the work Multnomah County has engaged in to become a Welcoming County with this position, which focuses on advancing equity with and improving the quality of life for immigrant and refugee communities living in Multnomah County. This position supports the DCHS Director to advance this new program by working with the County Chair, internal County departments, community members, refugee resettlement agencies, the State of Oregon and other agencies to review, refine and advance key strategies and initiatives that improve communication and connections for immigrants and refugees with County and community programs and resources. This position will be planning and directing highly visible and sensitive initiatives focused on immigrant and refugee communities that will include department-specific labor and collective bargaining agreements
As the Immigration and Refugee Coordinator, other duties will include:
Program Planning and Implementation
  • Work with the DCHS Director to implement a highly complex and visible initiative to support immigrants and refugees.
  • Work with DCHS Leadership, the Chair’s Office, internal County departments, the Immigrant and Refugee Employee Resource Group, community members, refugee resettlement agencies, the State of Oregon and other agencies to review, refine and advance recommendations and strategies identified in the 2022 Immigrant and Refugee Mapping Project Report.
  • Lead the development of an implementation plan, timeline and work plan for implementing priority strategies, using racial justice and equity as guiding principles throughout the development and implementation of the plan
  • Lead the development of short-term and long-term key performance indicators to track outcomes of the implementation of key initiatives, with a particular focus on measuring outcomes for immigrant and refugee communities
  • Provide regular reports to community stakeholders, DCHS and County Leadership regarding progress on implementation
Strategic Analyst and Policy Development
  • Identify and lead additional research and engagement to explore and expand on key themes from the 2022 I&R Report
  • Identify areas requiring new or updated policies, procedures and systems and lead their development and implementation
  • Ensure that an equity and racial justice lens is applied throughout the development or update of policies, procedures and systems
Community Partnership and Resource Development
  • Develop, administer, assist, and monitor budgets, develop justifications for budgetary recommendations and/or adjustments
  • Participate in forecasting additional funds staffing and resources; identify, obtain, and manage funding from grants and community partners; participate in the interpretation, negotiation, management, and enforcement of contracts, coordinate the finalization of budgets to ensure timely submission of the department budget
  • Increase the accessibility and reach of resources tools to promote awareness of and accessibility to the County services for immigrant and refugee communities.
  • Develop and publicize processes for individuals and community stakeholders to elevate concerns and complaints to County leadership for resolution. This may include sensitive information with collective bargaining and personnel impacts
Cross-County and Cross Jurisdiction Coordination and Alignment
  • Identify key stakeholders within the County and across jurisdictions for each of the strategic priority areas. Focus on stakeholder groups, such as employee resource groups and advisory bodies, that are focused and/or led by immigrants and refugees.
  • Identify strategies that require cross-system support for implementation and develop champions and plans to address these areas
  • Provide expert guidance to other County departments, other jurisdictions and the community based stakeholders regarding issues and concerns impacting immigrants and refugee communities.

Minimum Qualifications/Transferable Skills*:
Education/Training:
  • Bachelor’s Degree from an accredited College or University, or equivalent years of experience, and three (3) to six (6) years experience in direct supervision over staff; and,
  • Six (6) years and more ability to perform high level project management and reporting outcomes to upper management, can be concurrent with years of experience above.
Multnomah County COVID-19 Vaccination Requirement: To protect the health of the community and employees, Multnomah County requires employees to be fully vaccinated against COVID-19 or have an approved medical or religious exemption as a qualification of employment. The rule applies to all employees, as allowable by law.
