General Description:
Plans, assigns, directs, supervises, manages and evaluates the work of professional employees engaged primarily in recruitment, classification, compensation, labor/management relations, personnel and benefits equal employment opportunity (EEO) and Americans With Disabilities Act (ADA) issues, discipline, grievances, appeals, personnel rules and related human resources programs and activities and, as assigned, in special projects.
Assists the Director of Operations in the development and implementation of personnel policy and procedures for the Department and in coordinating the evaluation of Department staff.

Assists the Director of Operations in the development and implementation of personnel policy and procedures for the Department and in coordinating the evaluation of Department staff.
Responsibilities:
- Develops organization strategies by identifying and researching human resources issues; contributing information, analysis, and recommendations to organization strategic thinking and direction; establishing human resources objectives in line with organizational objectives.
- Implements human resources strategies by establishing department accountabilities, including talent acquisition, staffing, employment processing, compensation, health and welfare benefits, training and development, records management, safety and health, succession planning, employee relations and retention, AA/EEO compliance, and labor relations.
- Manages human resources operations by recruiting, selecting, orienting, training, coaching, counseling, and disciplining staff; planning, monitoring, appraising, and reviewing staff job contributions; maintaining compensation; determining production, productivity, quality, and customer-service strategies; designing systems; accumulating resources; resolving problems; implementing change.
- Develops human resources operations financial strategies by estimating, forecasting, and anticipating requirements, trends, and variances; aligning monetary resources; developing action plans; measuring and analyzing results; initiating corrective actions; minimizing the impact of variances.
- Accomplishes special project results by identifying and clarifying issues and priorities; communicating and coordinating requirements; expediting fulfillment; evaluating milestone accomplishments; evaluating optional courses of action; changing assumptions and direction.
- Supports management by providing human resources advice, counsel, and decisions; analyzing information and applications.
- Guides management and employee actions by researching, developing, writing, and updating policies, procedures, methods, and guidelines; communicating and enforcing organization values.
- Complies with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions.
- Updates job knowledge by participating in conferences and educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
- Enhances department and organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.
- Investigates EEO and ADA complaints and other employee grievances; develops findings of fact and makes appropriate remedial recommendations to the Director.
- Acts for the Director as assigned.
- Advises the Director of Human Resources regarding issues and concerns relating to classification, compensation, benefits, EEO and related issues; provides complex statistical reports as required.
- Develops and directs position classification, job evaluation, and wage/salary administration studies for all positions.
- Counsels with and advises Department Heads and other managers, and employees on the interpretation and application of the Company policy and procedure rules, the resolution of human resources problems and other human resources issues
- Participates in the design, development, and conduct of the Company Performance Appraisal Program and develops implementation procedures, reviews appraisals for adequacy of justification, and initiates corrective action.
- Responds to inquiries from employees, recruitment, compensation, classification, EEO and ADA issues, personnel and benefits administration, labor/management relations and other human resources programs and issues.
Education Requirements:
- Bachelor Degree from an accredited college or university in Human Resources Management, Business, or a related academic field. 3 years of progressively responsible professional personnel experience, 1 year of which must have been in a supervisory or management capacity, with emphasis in recruitment, classification and compensation; or the equivalent in education, training, and experience that would provide the necessary knowledge, skills and abilities. Senior Professional Human Resources (SPHR) certification or PHR or a Certified Professional by IPMA is preferred.
