About the Role
We are seeking a Learning Management System (LMS) Digital Quality Improvement Sr. Subject Matter Expert (SME) to provide support to the Training and Workforce Development Branch (TWDB) at the Division of Laboratory Systems (DLS) at the Centers for Disease Control and Prevention (CDC). This role will support TWDB staff in improving the digital quality and user experience of OneLab training and workforce development materials.
Responsibilities

  • Track all LMS and OneLab data and utilize Power BI to identify trends and visualize data in a dynamic dashboard.
  • Utilize Agile methodology in project management, managing complex projects, and identifying areas for business improvement.
  • Support LMS automation and monitoring throughout the different stages of the app life cycle, and development operations continuous integration (CI) and continuous delivery CD pipeline.
  • Adhere to all CDC guidelines, standards, and regulations including those for branding, web, technology, accessibility, and device/browser compatibility.

Requirements: Required Experience and Skills

  • Minimum 7 years of experience in fields such as instructional design, learning and development, or training.
  • Advanced knowledge of Power BI (dashboard development, data analysis), PowerPoint, and Excel Data analysis and data visualization dashboards development required.
  • Expertise in xAPI, Opigno-based eLearning development, and UI/UX design.
  • Experience administering/managing an LMS used to deliver and disseminate communication, education, and training resources.
  • Scrum Master or product owner, coding and/or web development experience.
  • Experience developing business case, process mapping, and resource allocation modeling.
  • Experience with LMS learning development cycle.
  • Experience in project management, data analysis and reporting.
  • Experience working in an Agile environment.
  • Experience overseeing the assessment, procurement, and implementation of a Learning Management System (LMS).
  • Experience overseeing quality and contributing to the design of enterprise-wide learning programs,
  • Knowledge of CDC training applications such as TRAIN, REACH, and Steam is desirable.
  • Experience working across teams and segments to deliver solutions to meet organization-wide needs.
  • Experience collaborating with stakeholders and external partners.
  • Experience working with subject matter experts.
  • Skill in managing, planning, organizing, and directing complex processes.
  • Excellent interpersonal, communication and organizational skills.
  • Ability to efficiently manage and respond to multiple requests and priorities.
  • Ability to think critically, analyze situations and data, and solve problems.
  • Ability to obtain government clearance.

Education and Training

  • Bachelor's degree required, preferably in Instructional Design, Learning and Development, Computer Science, or related field. Master's degree preferred.
  • Project Management Professional (PMP) certification or Master of Business Administration preferred.
  • Project Management Institute Agile Certified Practitioner (PMI-ACP) preferred.

Physical Requirements

  • Prolonged periods of sitting at a desk and working on a computer. May need to lift 25 pounds regularly.
