**Annual salary noted above is based on an 8 hour day and full days worked calendar. Any position that is less than a full FTE/8 hours per day or late start will be prorated accordingly.

PRE-EMPLOYMENT REQUIREMENT


The successful new hire or rehired candidate will be responsible to complete and incur the fingerprinting and processing fee of $54.50 through an appropriate fingerprinting vendor and the Colorado Bureau of Investigation, within 48 hours of offer acceptance.

RESPONSIBILITIES


SUMMARY Responsible for overseeing, managing, and analyzing performance for the development, maintenance and reconciliation of large divisional budget and fund operations. Work closely with the Director of Budget and Treasury as well as various department heads to insure that the departmental objectives are being met on a regular basis as well as oversee the ongoing administrative operations for the division. Perform detailed cost/benefit analyses, projections, and develop detailed financial analysis for use by the Board, District Leadership, schools, and departments. Prepare com25plex analysis that forecasts the financial condition of all District funds including enrollment, staffing, revenue, and expenditures. Recommend budgetary and financial solutions for complex problems.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Involved on District committees to act as subject matter expert to help solve District issues and provide cost analysis and support.

Interpret/implement Board of Education policy, Colorado Department of Education, state, and federal guidelines for principals, secretaries, parents, school/department administrators, banks, financial contacts, and citizen action groups.

Partner with Director of Budget in ongoing design and support of Student Based Budgeting and departmental budgeting processes to meet the standards required by Government Finance Officers Association (GFOA).

Act in leadership role on district budget building database, Anaplan.

Partner with Director of Budget and Human Resource Department in compensation modeling and cash flow analysis.

Manage the process to prepare department, schools and organization budgets across all funds, and provide analysis that compare budget to actual revenues and expenditures; explain or make recommendations to address deviations. This is an ongoing project that begins with annual planning and continues with constant revisions. This requires problem solving skills.

Actively participate in the coordination and preparation of the annual District Budget.

Provide leadership in the development and maintenance of District budget policies and practices. Advise and implement new and streamlined procedures in accordance with Generally Accepted Accounting Practices (GAAP) and other statutory requirements.

Prepare complex analyses including forecasts and associated reports for District management including Cabinet, School Leadership Team, and the Board of Education. Download financial information from the District's financial accounting system (PeopleSoft) in preparation of analyses.

Design and prepare communication documents that present informative and understandable financial information for public dissemination.

Develop budget management tools for departments and schools including queries, nVision reports, graphs, charts, and other extrapolation tools.

Develop and reconcile budget reports in support of departmental budget management. Work with other members of Financial Services and Information Technology in the implementation and maximization of PeopleSoft utilization.

Act as a mentor and leader to other budget staff as well as staff across the district.
Perform other duties as assigned.

EXPERIENCE 5-7 years' experience in accounting/budgeting, including three years' experience in a public sector environment.

EDUCATION AND TRAINING Bachelor's degree in Finance Accounting or related field. Equivalent experience will be considered.

CERTIFICATES, LICENSES, REGISTRATIONS Valid Colorado driver's license.

SKILLS, KNOWLEDGE, & EQUIPMENT Full understanding of Governmental Accounting and Accounting Practices, cost accounting/allocation experience preferred. Extensive knowledge and experience in Microsoft Office, particularly Excel (graphs, charts, macros, etc.). Working knowledge of PC, Windows platform and Microsoft Office Suite required for hire.

DECISION MAKING Requires the ability to identify problems and issues within funds and departments by analyzing and evaluating trends in those funds and departments. Recommend solutions to department and management staff regarding complex aspects of budget responsibilities. Independently prepare schedules and reconciliations required by GAAP and/or the State of Colorado. Department managers, principals, and other staff will rely on the analyses and reports prepared.

COMMUNITY RELATIONS Daily contact with classified staff and professional staff within/outside department to discuss routine internal matters, obtain/furnish information, resolve routine corrections/adjustments, interpret policy, maintain relationships, and negotiate controversial matters. Weekly contact with school support team and administrative leadership team to obtain/furnish information, resolve routine corrections/adjustments, and interpret policy; and the general public and community members to discuss routine internal matters and obtain/furnish information. Monthly contact with advisory committees to obtain/furnish information, resolve routine corrections/adjustments, and interpret policy; with the Board to furnish information and resolve routine corrections/adjustments; parents and citizen or patron committees to discuss routine internal matters and obtain/furnish information as one of the District's experts on the budget process; with public agencies such as Colorado Department of Education to discuss routine internal matters, obtain/furnish information, and resolve routine corrections/adjustments; and with local government and State legislature or Congressional staff to obtain/furnish information.

SPAN OF CONTROL Directly supervises one Budget Analyst and two Departmental Budget Analysts in the Budget and Financial Management Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems. The position is responsible for both budget development and accountability.

EDUCATIONAL DELIVERY Identify problems and issues within school funds by analyzing and evaluating trends in those school funds. Recommend solutions regarding complex aspects of budget responsibilities. The majority of time is not spent on the school site.

COMPLEXITY OF WORK The work is assigned by the Director of Budget and Treasury to reinforce department goals and objectives. Ability to independently prepare schedules and reconciliations required by the Governmental Accounting Standards and the State of Colorado and federal government. Must autonomously solve complex accounting and budgeting functions and requirements to assure compliance with county, state, and federal governmental bodies. Must be able to autonomously perform analyses and translate into comprehensible reports for use by schools, departments, and the public. Position requires judgment in the preparation and monitoring of budgets, provide expert advice in interpretation of District Policies, and other state and federal budget requirements.
