We are looking for an experienced and self-motivated individual to fill the position of Manager Water Programs at our corporate office located in Dallas, TX.


Position Overview

This position is responsible for promulgating and continuously improving a management program to ensure company/facility compliance with Water-related environmental laws and regulations through program/procedural development and training, as well as direct mentoring of facility personnel.


Job Responsibilities

  • Provide leadership to the organization in the identification, development, and implementation of areas of focus to promote continuous improvement in Water Quality Management for water supply (use, conservation, water rights) and discharge to ground and surface waters under permits (NPDES, MSGPs, POTW, UIC, DGW).
  • Negotiate water withdrawal and wastewater discharge permit provisions, both during periodic renewal and when modifications are required for expanded/new facilities, with regulatory agencies to obtain timely and cost-effective results.
  • Develop strategies for and negotiate resolution of specific water-related compliance issues and respond to Agency inspections/legal actions.
  • Provide technical support for sampling and analytical programs/projects as well as QA/QC requirements.
  • Participate on facility audit teams and assist facilities in responding to audit action items, and provide regulatory assistance to facilities to improve processes and documentation to demonstrate compliance.
  • Participate on Industry association committees responsible for water-related issues both at the national and state levels. Assess the impact of proposed regulatory and legislative changes on our products and manufacturing operations and prepare comments on behalf of the company to ensure company impacts and recommendations are recognized and considered by regulators.
  • Identify and communicate potential environmental risks in both existing and new business undertakings.
  • Establish and promote water conservation plans and water reuse projects in compliance with local and state programs and regulations, as well as assist with retention of water use rights and allocations.
  • Initiate special projects to anticipate and/or respond to water related regulatory issues, e.g. TMDLs that drive new water quality based discharge limits at specific facilities, Whole effluent toxicity (WET) developments, restrictions on cooling water intake structures (CWIS), new and existing secondary containment requirements related to oil (SPCC) and hazardous substance storage, MACT Wastewater limits, Dioxin/Furan and other persistent, bioaccumulative toxics (PBT) wastewater limits, TRI reporting procedures, etc.
  • Promote the use of potable water management plans to provide safe drinking water to company facilities and prevent contamination from cross-connections.
  • Provide technical expertise to management, facilities, and other Oxy divisions where a water-related issue is expected to have a significant impact. Integrate water management planning with air quality and waste management programs to assure consistency, manage overlaps and address conflicting requirements.
  • Support advocacy and regulatory approvals for use of OxyChem products in water and wastewater treatment as well as industrial applications.
  • In support of HES&S Department communications, prepare and submit relevant information for the company annual Social Responsibility (SR) reports and to support company advocacy efforts.
  • Provide periodic training on Water-related topics.
  • Accept and manage other responsibilities as assigned.

  • Bachelor's degree in Chemical Engineering, Environmental Engineering, Industrial Hygiene, Toxicology, Chemistry, Biology, or related scientific field.
  • 10 years of experience in the chemical/oil and gas industry in positions that require review, evaluation, and implementation of regulatory programs.
