Medicaid Program Advisor – Item 1020

Summary:

This person will lead financial analysts within the Bureau of Nursing Homes & Long Term Care Reimbursement within OHIP’s Division of Finance and Rate Setting (DFRS) in the management of rate setting functions for Medicaid fee-for-service home care and foster care rates.

They will perform high-level analysis in their review of the preparation of rate packages for annual and supplemental rates for these programs and will participate in the collection of cost report data. The incumbent will also interact and collaborate with rate setting, fiscal management, legal affairs, and program staff within the Department as well as other state agencies, consultants, state auditors, and Medicaid providers (e.g. Licensed Home Care Service Agencies, Certified Home Health Aids, Fiscal Intermediaries, and Foster Care 29i providers).

Further, they will often be tasked with developing deliverables and occasionally presenting materials with executive staff in OHIP, the Division of the Budget (DOB), and the Governor’s Office. Additional duties include leading a team to:

  • Calculate and load the Medicaid fee-for-service rates for home care and foster care providers;
  • Track, analyze, and project home care and foster care rates on a quarterly and annual basis
  • Process and review residential long term care audit reports
  • Develop, organize, and improve policy and procedures for home care and foster care rate setting
  • Organize home care and foster care data, reports, and policies for executive staff review and recordkeeping
  • Prepare State Plan Amendments (SPAs) and State Regulations;
  • Maintain the home care and foster care rate information on the Department’s public website
  • Research, review, and interpret residential long term care law.

Qualifications

Basic Qualifications:

  • Bachelor’s Degree
  • 8 years of professional experience

Preferred Qualifications:

  • Supervision, Subject Matter, Excel, Project Management
