If so, The Department of Military Affairs, Wisconsin Emergency Management (WEM) is hiring an Emergency Management Program Supervisor. This position will oversee the Mission Support Section, which is responsible for developing and maintaining technical resources and business operations necessary for support and coordination of emergency response through the State Emergency Operations Center (SEOC) and the deployment of equipment and personnel in the field. This position is located at WEM’s central office, which is located in Madison, on Wright Street, near Madison College and adjacent to the Dane County Regional Airport, with convenient access to major highways, restaurants, and shopping. Position Summary


The Mission Support Supervisor directs the Mission Support Section, which is responsible for developing and maintaining technical resources and business operations necessary for support and coordination of emergency response through the State Emergency Operations Center (SEOC) and deployment of equipment and personnel in the field. Technical resources include computer hardware, software systems, GIS applications and data, audio-visual systems, and voice communications systems. Examples include WebEOC, a customized, web-based proprietary software used statewide for managing data and automating processes in emergency response; WI-CAMS, a statewide credentialing and asset management database; and communications technologies such as telephones, cellular phones, pagers, two-way radio equipment, secure communications equipment, and the communications equipment and components of a mobile communications trailer.


This position plans automation of processes and streamlining of data usage and sharing among statewide emergency management partners. The position is responsible for developing new data analysis, tracking, sharing, and reporting capabilities to better utilize information and for emergency management. This position is also responsible for identifying, planning, organizing, and implementing new processes to automate and share voice and data communications in emergency operations. In this capacity, this position plays a critical role in the planning, design, implementation, and evaluation of short and long range programs and enhancements for the Division; recommends and establishes policies and procedures necessary to the development and operation of emergency technical resources; reviews and evaluates program effectiveness and identifies problems, potential issues, and alternatives pertaining to program operations and customer service levels; and interprets and resolves complex issues relating to all aspects of the Division’s technical resources. As such, this position will work extensively with State IT, Division staff, and statewide emergency management partner agencies. This position requires a Secret clearance.

Salary Information


The salary range for this position is $75,000-$85,000 per year and is in the 07/03 broadband. This position will require 12 months’ probation and include generous state benefits. Current state employee’s compensation will be based on the State of Wisconsin Compensation Plan.

Job Details

  • Must possess and maintain a valid Wisconsin driver’s license.
  • Due to the emergency responsibilities of Wisconsin Emergency Management, it should be understood that all division employees may be required to work overtime, evenings and weekends on little or no advance notice in support of necessary training, exercises and/or emergency functions.
  • A criminal background check will be conducted prior to hire and a satisfactory Secret security clearance plus a security clearance must be acquired following appointment and maintained throughout employment.
  • All state employees are required to report their COVID vaccination status, whether vaccinated or not, and must provide supporting documentation if vaccinated. Newly hired employees will be required to submit this information within their first two weeks of employment.

Qualifications


Minimally qualified applicants will have training and experience in the following:

  • Serving in a lead role administering an IT or communications system development project, with full-scope responsibility for project timelines and outcomes
  • Performing maintenance, testing, programming, and technical support of hardware, software, or communications equipment
  • Lead worker experience that includes establishing assignments, procedures, and work objectives, training or mentoring employees, and having responsibility for the employees work products
  • Communicating with and providing outreach to a diverse array of stakeholders and customers, including federal, state, and local government agencies as well as the private sector

Well qualified applicants will have the following:

  • Supervisory experience that includes setting short- and long-term goals and objectives; directing and monitoring activities and work products, conducting performance evaluations; resolving conflicts, and motivating employees.
  • Experience developing strategic and policy direction as it relates to developing and maintain IT and communications products and services to meet the business needs of an organization
  • Experience determining operational capabilities needs, guidelines, and standards as it relates to IT and communications used in the field of emergency management and response
