We are accepting applications to fill one full-time Network & Communications Manager vacancy within the General Services – Information & Communications Technology Division. The vacancy is primarily located in Santa Barbara, with an opportunity to discuss long-term hybrid telework schedule after initial training and contingent upon the needs of the department.

THE DEPARTMENT: The General Services Department provides support services to other County Departments which include financial services; information and communications technology; purchasing; mail services and surplus property; real property services; vehicle operations; capital improvements; and facilities/maintenance. This position resides in the department’s Information & Communications Division and will move to the new standalone Information Technology Department as of July 1, 2023.

Santa Barbara County Operational Area

The Network & Communications Manager may need to travel between North and South County work sites and oversee the planning, design and construction of major complex public safety radio and microwave communications systems among the Santa Barbara Operational Area entities which includes: Buellton, Carpinteria, Goleta, Guadalupe, Lake Cachuma, Lompoc, Los Olivos, Santa Barbara, Santa Maria, Santa Ynez, and Solvang.

THE POSITION: The County of Santa Barbara General Services – Information & Communications Technology Division is seeking a highly motivated Network & Communications Manager. The position is a Program/Business Leader – General job classification in the management series of the civil service system and will report directly to the County’s Deputy Chief Information Officer. The Network & Communications Manager will be responsible for a wide variety of job duties and will manage the Network Infrastructure Supervisor and Radio/Comms Supervisor.

Under general direction, directs, manages, supervises, and coordinates enterprise network and communications activities, operations, and systems for the County. These duties include both management of data and voice networks, radio communications, AV technologies, and physical network and communications architecture, and for ensuring secure and reliable network and communication services.

County leaders are expected to uphold the values of accountability, customer-focus, and efficiency. Incumbents lead assigned staff, and model behaviors that exemplify quality customer service; provide effective and ethical leadership; creatively and strategically plan, develop, and implement programs that use human and financial resources to achieve results; are accountable for strategy and goal formation consistent with the County's mission and key business objectives; engage stakeholders; communicate and collaborate effectively at multiple levels; develop employees; analyze issues and data; and efficiently use public resources.

The work schedule for this position will depend upon the needs of the Department, which may include working weekends, holidays, after-hours, or on-call. For work-related issues, this individual may need to travel throughout the County regardless of the assigned location.

· An experienced team member with a moderate background in Telephony, Audio Video, Information Technology (IT), Networking, and Electronics.

· A strong background in financial budgeting and planning will be useful in this role.

· Demonstrated experience as a senior level technician supporting other technicians

· Demonstrated working knowledge of Public Safety Wireless Communications radio operations and engineering management to include public safety trunked radio systems

· Experience managing large scale projects with radio communication and/or physical networks at multiple sites (10 or more).

· Knowledge of FCC, FAA, OSHA, and other federal, state, and local rules and regulations that govern the management of communication systems and personnel

· Possess a calm demeanor under all circumstances with the ability to handle high stress situations, thrives under pressure and the ability to adapt to change

· Proficient Microsoft Office skills with demonstrated experience using the software (i.e. Word, Excel, Outlook, PowerPoint, Teams).

· Membership in APCO (Association of Public Safety Communications Officials – International) or other trade organizations

EXAMPLES OF DUTIES

1. Develops, recommends, and implements approved goals, objectives, policies, and procedures for the enterprise network and communications infrastructure of the County; interacts with and makes recommendations to County policy makers, including the CEO and/or the Board of Supervisors.

2. Contributes to the creation and implementation of department operational and strategic plans; establishes schedules, methods, and performance standards for assigned operations; ensures unit goals, objectives and priorities are in line with operational and strategic plans.

3. Directly or through supervisory staff selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures as needed.

4. Manages data and voice networks, radio communications, and AV technologies; manages the physical network and communications architecture; ensures secure, reliable, and resilient network and communication services for the County, including recoverability of the County’s voice and data networks, radio systems, access control systems, and audio/video systems.

5. Researches, recommends, and implements strategies regarding the design, implementation, support, and enhancement of network and telecommunication infrastructure and related systems.

6. Identifies materials, equipment, and infrastructure required to accomplish assigned projects and objectives; prepares various analytical and statistical reports on operations, activities, and justifications for staff, supplies, equipment, services, and system improvements.

7. Participates in budget preparation and administration; prepares cost estimates for budget recommendations; monitors and controls expenditures.

8. Negotiates and manages various enterprise network and communications service agreements.

9. Ensures that the County's information technology disaster recovery and COOP plans associated with voice and data networks, access controls and radio systems are effective and current.

10. Evaluates and prepares recommendations on requests for systems development and equipment; designs and implements countywide customer service-oriented solutions and initiatives; investigates network and communication complaints and recommends corrective actions as necessary.

11. Builds and maintains positive working relationships with co-workers and other County staff.

12. Performs related duties as assigned

EMPLOYMENT STANDARDS

The core competencies listed HEREand the ability to demonstrate these competencies consistent with the position's level in the leadership series and the specific work assignment AND

1. Seven years of progressively responsible experience working in the areas of network infrastructure operations (voice & data) and/or radio communications, that include three years of experience leading and supporting technical teams; OR,

2. A combination of training, education, and /or experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.

Additional Requirements: Possession of a valid California Class C Driver’s License may be required at the time of appointment.

Knowledge of:

  • Principles and practices of management and organization, including planning, organizational design, contract management, budget preparation and administration, and project management.
  • Principles and practices of supervision, discipline, leadership, mentoring, and training.

Desirable Qualifications:

· Degree in computer science, network administration, network security or closely-related degree.

· Possession of licenses and/or certifications related to the position.

SUPPLEMENTAL INFORMATION

APPLICATION & SELECTION PROCESS:

  • Review applications and supplemental questionnaire to determine those applicants who meet the employment standards.
  • Supplemental Questionnaire Ranking: Candidate responses to the scored examination supplemental questions will be evaluated and scored for those who meet the employment standards. Candidates’ final score and rank on the eligibility list will be determined by the responses to these questions. This process may be eliminated if there are fewer than 11 qualified candidates.

Applicants must receive a percentage score of at least 70 on the Supplemental Questionnaire Ranking to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive written notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.
