Under the direction of the Information Technology Director designs, implements, maintains and supports City’s computer and voice infrastructure. Provides technical direction and engineering knowledge for planning, designing, implementing, testing, installing and maintaining communications networks, including voice, wireless and data communications systems. Troubleshoots network performance issues. Analyzes network traffic and provides capacity planning solutions. Interfaces with vendor support to ensure proper escalation during outages or periods of degraded system performance. Manages the selection, testing, installation, and support of network communication, including VoIP, LAN/MNA/WAN systems. Performs system-level design and configuration of products including determination of hardware, OS, and other platform specifications. Performs a variety of systems engineering tasks and activities that are broad in nature and are concerned with systems design, integration, and implementation. Provides quality assurance review and the evaluation of new and existing software products. Utilizes software and hardware tools and identifies and diagnoses complex problems and factors affecting network performance. Manages multiple priorities effectively and provides guidance and mentoring to peers.
EXAMPLES OF TYPICAL JOB DUTIES
Primary point of escalation for Helpdesk issues to help maintain consistent troubleshooting and problem escalation timelines. Identify widespread issues or critical system impacts quickly based off of Helpdesk reports.
Effectively communicate impact of IT issues to end users and provide updates on expected time to resolutions. Effectively escalating issues to senior staff and vendor contacts as needed based on impact of the issues.
Diagnose network infrastructure’s operational problems and provide effective solutions, escalating to senior staff as necessary for optimal issue resolution.
Assist in systems design, development, operational support and consulting for complex data or telecommunication networks (consisting of Cisco based LAN/WAN, VoIP, Wireless technologies, Firewall, VPN and various data/voice links).
IT liaison for construction projects, including data center design, working with vendors to provide copper and fiber data termination and hvac and power needs.
Assists in optimization and implementation of short and long term data and voice networks initiatives as designed by the Senior Network Engineer
Assists in providing analysis and planning efforts for infrastructure changes that support data integrity and performance. Analyze infrastructure performance data and make recommendations for improvements and optimization maximizing network availability and ensuring network security.
Assists in evaluate the efficiency of the network operations, and make recommendations involving equipment and software efficiency and the need for replacement.
Identifies existing and emerging technologies and evaluates applicability.
Utilizes network various management tools (SolarWinds, DNAC, Stealthwatch, etc) to monitor, evaluate, and report health statistics of the Data Center, Wide and Local Area (WAN/LAN) Networks.
Composes and maintains network documentation, such as topology diagrams, circuit/equipment inventories and configuration reports.
Create and document standards and procedures.
Administration and support of the Police Department wireless and software systems.
Ability to assist the Systems team in implementing, maintaining and troubleshooting Microsoft server, e-mail servers, backup and anti-virus systems as needed.
Act as a technical reference for staff on existing and upcoming technologies.
May supervise IT Coordinators and/or Systems Administrator as directed or assigned.
Other duties as assigned or directed.

EDUCATION AND/OR EXPERIENCE
Required:
- Associates degree from an accredited college or university or demonstrated equivalent in formal education and/or experience
- Knowledge or experience in the following areas: Routing and switching, Firewall, VPN, DNS, DHCP, web technology, Fast/Gigabit Ethernet, TCP/IP, Voice and VoIP.
- Strong organizational, documentation, project management and communications skills.
- Excellent communication, interpersonal and mentoring skills.
- Willingness to work in a 24x7 and be on a 24/7 on-call rotation.
- Valid state driver’s license
- Ability to obtain proper BCI clearance and any other required background checks in order to assist in all City facilities.
Preferred:
- Bachelor’s Degree in communication technology, electronics, computer programming, data processing or related field.
- Municipal experience
- Cisco CCNA level certifications or other similar vendor certifications
PHYSICAL DEMANDS
- While performing the duties of this job, the employee is frequently required to sit, stand, walk, talk and hear.
- The employee is occasionally required to use hands to finger, handle or operate objects, controls, or tools.
- Must be able to reach with hands and arms, climb or balance, stoop, kneel, crouch and/or crawl.
- The employee must occasionally lift and/or move more than 30 pounds.
- Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
WORK ENVIRONMENT
- Work is performed primarily in a climate controlled office setting. May involved extended periods of sitting, typing on a keyboard, and using a telephone among other office equipment including copier, fax, etc.
- The employee occasionally works near moving mechanical parts and in high, precarious places.
- Periodic exposure to stressful situations
- May require small amounts of travel to and from meetings, trainings and conferences.
- The noise level in the work environment is usually moderate to low.
- Occasional non-traditional working hours which may include evening and weekends.
- Occasional on-call working hours including evenings and weekends.
