The Officer Management System Administrator will assist the Personnel Section in managing, maintaining, and overseeing the functioning of the Officer Management System (OMS), which stores officer records through established automated systems, and by creating specifications for system upgrades and new functionalities in line with established policies and procedures.


Central Territory Headquarters LI


Officer Management System (OMS)

  • Oversee OMS including appraising, managing and troubleshooting problems, communicating needs, providing direction, creating business rules and maintaining ongoing communication with the OMS Developer on behalf of the Central Territory as well as North American Officer Management Suite
  • Act as liaison between Central Territory Headquarters and OMS Developer regarding system problems and requested changes to OMS and Corps history databases; communicate business requirements to vendor and work with vendor through testing and deployment of fixes or updates
  • Work with OMS Developer and IT Department staff concerning on-line, web and printable Dispo (Disposition of Forces), responding to questions and resolving problems
  • Attend biweekly web meetings with the developer to discuss problems and questions regarding Central Territory issues

International Personnel System (IPS)

  • Liaise with International Headquarters IT Department regarding IPS operational problems

ADP Allowance Reporting

  • Run ADP allowance reporting for Retired Officers
  • Provide backup to the OMS Officer Records Administrator for ADP Active Officer Allowance reporting

North American Officer Management (NAOMS) Committee

  • Participate as an active member
  • Obtain new enhancement requests from territories and work with territories to write user specifications
  • Work with developer to obtain cost estimate and send new request with cost estimate to all NAOMS territories
  • Maintain an updated and prioritized list of enhancement requests including specifications, status updates, new approvals, completions, etc.
  • Monitor budget, review invoices for accuracy, and approve for payment

Central Territory OMS Committee

  • Participate as an active member
  • Gather enhancement requests, questions, problems, etc. from committee members to present to the NAOMS Committee

Education & Experience:

  • Bachelor’s Degree or equivalent experience
  • Experience working with IT program developers or working in IT program development
  • Understanding of programming logic, database design and limitations is preferred
  • Experience working in business analysis environment communicating user requirements to IT preferred
