The Department for Aging and Rehabilitative Services ( DARS ), a 2022 ATD Best Winner in Talent Development is seeking Ombudsman Program Information, Training and Communication Specialist to enhance and extend the Office’s capacity to provide effective training and ongoing support for its statewide network of ombudsmen and advocates, and to expand the Ombudsman Program’s work in providing long-term care information, education, advocacy and outreach to the broader community.
The position will be instrumental in developing and implementing strategic plans to improve program capacity and effectiveness by (1) expanding the use of predominantly digital and web-based platforms to enhance staff training and support and promote community education and outreach; and (2) working with the OSLTCO staff and contracted software vendors to enhance data accuracy, analysis, monitoring, and reporting.

The Office of the State Long-Term Care Ombudsman, within the Department for Aging and Rehabilitative Services, develops and oversees a statewide program that advocates on behalf of long-term care recipients. The Office trains, supports, and provides programmatic oversight for a statewide network of trained and certified representatives who assist long-term care recipients in addressing and resolving problems with long-term care – whether in facilities or in home and community settings. Data on program activities (including complaint issues and investigation) is utilized to shape systematic advocacy initiatives designed to protect the health, safety, welfare, and rights of long-term care recipients and to improve the quality of long-term care.

Minimum Qualifications
The ideal candidate will have:
Experience In:
  • Long-Term Services and Supports, Home and Community Based Services, and knowledge/experience with advocating for older and disabled adults, and other at-risk populations.
  • A general understanding of state and federal policy related to older adults’ services and long-term care.
  • And expertise in development of training materials for adult learners, successful experience in content development and dissemination strategies for information sharing and outreach that includes the use of a variety of social media platforms and associated software.
  • Developing training videos and online presentations and in translating training and informational materials into an integrated training program on a digital platform.
  • Excellent oral and written communication skills.


Demonstrated ability to:
  • Work as a part of a team, and with internal and external partners, in promoting communication and outreach and in achieving program goals.
  • Excellent project management skills, using professional judgement to prioritize tasks and implement project within defined timelines.
  • Work independently with limited supervision.

Preferred Qualifications
Experience:
  • Providing technical assistance in human service program environment.
  • Providing communication or marketing outreach in a human service program environment.
  • Facilitating group discussions and documenting information.


  • A degree in communication, human services, business management, adult education, or public administration is preferred.
