Eagle Health is seeking Operations Specialists to join our team in support of the US Agency for International Development (USAID).*
Background and Objectives: The United States Agency for International Development (USAID), Office of Security (SEC) is responsible for the protection of USAID personnel and critical assets through comprehensive and forward thinking security solutions that enable USAID to achieve its mission safely and securely.
The technical assistance articulated in this statement of work (SOW) is considered essential to ensure USAID employees who serve at USAID facilities worldwide are protected to the maximum extent feasible against the Coronavirus Disease (COVID-19). To provide the proper coordination and response to the COVID-19 pandemic, USAID Office of Security will be required to make adjustments as deemed necessary to the specifications and objectives of this contract.
The Office of Security (SEC) has the operational oversight of the USAID Command Center to include the administrative management of personnel that are detailed or temporarily assigned, and the administrative management of space and resource requirements.
The impact of the COVID-19 pandemic on USAID highlighted the need to maintain a 24/7 operations center to monitor, notify, coordinate, and respond to issues impacting the USAID mission and staff. The USAID COVID 19 Task Force established a Command Center to monitor and coordinate issues impacting personnel, their travel, and USAID facilities on a 24/7 basis. This capability will continue to be required throughout the pandemic. Since the Task Force is a coordinating body, the Command Center transitioned to SEC to oversee its mission and responsibilities.
SEC has identified four lines of efforts for the Command Center to sustain and develop: 1) Coordinating COVID-19 Response; 2) Providing Leadership Situational Awareness, 3) Monitoring Agency Operation; and 4) Liaison with Partner Operations Centers.
Responsibilities:

  • Work closely with the Activity Manager or designated appointee to develop and maintain a contractor schedule to ensure 100% coverage of a 24/7/365 watch and rotation and ensuring proper time-keeping. Provide on-site (when applicable) supervision to support the customer, passing guidance, developing SOPs, identifying deficiencies and concerns, and recommending courses of actions to improve the process.
  • Assist leadership by maintaining common operating picture for the Command Center, follow the directives and guidance provided by chain of command, Laws, Regulations, ADS, SOPs. Assists in responding to leadership requests for information, notifications, briefings, shift reports, and monitoring and tracking events.
  • Monitors open source intelligence, news media, and DoS cables. Knowledgeable of agency contingency plans and COOP plans. Capable of sending Emergency Notifications. Maintains an active control and reporting on all activity logs and requests for information. Coordinates requests for information from leadership, employees, and partners organizations. Assists in advising USAID leadership on the timing, scale, and scope of the USG COVID-19 response with emphasis on operational planning and emergency implementation.
  • Accomplishes critical work related to the conceptualization, design, documentation, and/or management of programs and/or projects that focus on the operational aspects of the task force. Evaluate mission-specific and/or centralized response programs and projects. Evaluates options and develops specific operational plans appropriate to the emergencies impacting USAID operations worldwide, including COVID-19.
  • Manages the agency’s emergency initiatives through inter-agency response strategies, developing timely program and operations implementation and evaluating the effectiveness of these programs.
  • Coordinates with other U.S. Government agencies involved in the COVID-19 and emergency response from operations and policy perspectives. Regular communications and interaction with principals in the Department of State (DOS), Office of Personnel Management (OPM), the Center for Disease Control (CDC) and other executive branch agencies. Leads the design and development of new programs/projects, including initial reconnaissance of projects, preparation of scopes of work for feasibility studies.
  • Reviews program/project proposals for economic, financial, technical, social, and environmental soundness; and recommends or takes appropriate action. Integrates with Programs to identify priorities and direct / re-prioritize support. Provides advice and guidance on operational challenges facing an agency having responsibility for crisis response with international scope and impact, such as justifying or settling matters involving a significant program policy in the arena of safety and security, logistics, overseas administration, and continuity of operations.

Requirements:

  • This position requires a mastery of communication principles, methods, practices, and techniques; analytical methods; and interpersonal relationship practices to develop policies, present and/or explain significant issues to generally responsive groups or individuals interested in the agency’s programs; Ability to communicate with all levels across the Agency to inform customers and coworkers of issues for resolution; Expert writing skills to clearly present decision points for leadership, prepare formal responses to requests for information, and provide advice, information and guidance to functional personnel in a thorough and professional manner.
  • The candidate must have at least a Bachelor’s Degree in communications, international relations, or a related field, plus at least fifteen years of specialized experience.
  • Experience in international development or humanitarian work and/or knowledge of USAID operations and policy desirable though not required.
  • Must be a U.S. citizen and possess and maintain a Secret security clearance.
  • Minimum of five years of experience in military, law enforcement, security, or intelligence operations with US Government agencies at the GS-12 level (or equivalent), be proficient in utilizing automation to support, operational planning efforts and product development.
  • Able to perform in a high stress environment. Willingness to work fluctuating schedules
  • Must possess and demonstrate at a professional level the below skills sets.
  • Strong research skills: Must be able to plan, develop, organize and conduct special research studies providing comprehensive assessments of broad, exceptionally complex, or highly sensitive issues within the assigned area. Develop methods of evaluating the validity, accuracy, and reliability of a broad array and high volume of information, for translation into intelligence relevant to the organization.
  • Strong verbal and written communication skills: Must be capable of articulating thoughts, ideas, and opposing points of view through all forms of communication with both internal and external government agencies to effectively carry out the duties of this position. Must be proficient in crafting all types of correspondence that reach their target audience with clarity and comprehension to include the senior management level. Must be skillful in giving briefs, guidance, and methodologies to a diverse audience.
