JOB TITLE: PAYROLL & BENEFITS SPECIALIST
JOB SUMMARY: Under the general supervision of the Finance Director, the Payroll & Benefits Specialist has responsibility to plan, organize, support and process all aspects of district payroll functions. This work includes, but is not limited to: day-to-day pay processing in an automated systems environment; maintaining payroll system data, internal controls and records; working collaboratively with other governmental agencies such as the IRS, Washington State Department of Retirement Systems, Department of Labor, Department of Social and Health Services, Health Care Authority, etc.; gathering and disseminating pay-related information; serving as a resource to directors, administrators, staff and employee groups for sharing information on compensation, benefits and various leaves.
ESSENTIAL FUNCTIONS (may oversee, perform, and/or assist with):
- Process and update employee records related to payroll, including deductions, benefits, direct deposit and retirement in accordance with all district, county, state and federal timelines, laws, requirements and guidelines.
- Provide excellent customer service by exhibiting courteous, kind, respectful and empathetic behavior at all times.
- Process employee pay from a variety of sources applying collective bargaining agreement and other contract language related to salary and benefits for different employee groups.
- Prepare reports for the Internal Revenue Service, Social Security Administration, Labor and Industries, Puget Sound Worker’s Compensation Trust, Washington State Department of Retirement Systems and other agencies as requested or required.
- Perform special payroll processing activities such as retroactive pay adjustments, fiscal year start-up, contractual changes, fiscal end of year, W-2’s, separation payouts (final check, vacation, sick, etc.), wage garnishments, etc. to maintain compliance with all applicable policies, procedures, timelines, laws, agreements, requirements and guidelines.
- Lead and/or be an integral member of the District Safety Committee to include coordinating meetings, and encouraging and making recommendations for improving safety. Maintain Safety Bulletin Boards district-wide to include posting of county, state and federally required information such as Worker’s Compensation, Labor & Industries, minimum wage laws, etc.
- Administer employee health and welfare benefits in conjunction with the School Employees Benefits Board (SEBB).
- Manage all aspects of employee leave such as the Family Medical Leave Act (FMLA), Washington Paid Family and Medical Leave, shared leave, and employee leave due to illness or injury (on and off-the-job).
- Input, research, analyze, format and organize payroll data as needed or requested to produce and provide data, information, reports and records for directors or other administrators for collective bargaining, budgeting, etc.
- Regularly monitor and evaluate payroll system internal controls, functions, policies and procedures to ensure accuracy and timely work production. Keep abreast of changes to maintain compliance with all applicable Board policies and procedures, union agreements, district, county, state and federal rules, regulations, laws, policies and procedures. Recommend changes to supervisor. Maintain professional and technical knowledge by: attending educational workshops, meetings, and/or training courses; reviewing professional publications; establishing professional networks; participating in professional organizations.

WORK ENVIRONMENT/PHYSICAL DEMANDS: The daily work is generally performed in an indoor office environment with frequent interruptions. The employee will be exposed to: normal levels of office noise and dust; office machines and their required chemicals.
The employee is frequently required to: sit for prolonged periods; talk, hear and speak to exchange information in person or on the telephone; use hands for fine manipulation; handle, feel and reach with hands and arms; use a keyboard and video display terminal. The employee is regularly required to: stand, walk. The employee is occasionally required to: kneel, bend, twist, stoop, crouch, push/pull, climb stairs. Lifting and moving of objects: regularly up to 10 pounds, occasionally up to 20 pounds, rarely up to 25 pounds.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
Knowledge is required: to perform general office procedures; in the correct use of grammar, spelling, punctuation and English usage; to understand written procedures and write routine documents; to reason and solve practical problems; in business telephone etiquette; of keyboarding; to know when and how to perform and use research as a tool; in the area of school district classified and certificated staffing; of the district account code structure; of local, state, and federal policies and procedures as they pertain to school district payroll functions; of the Washington State Department of Retirement Systems.
Skills are required to: perform multiple tasks with a potential need to upgrade skills to meet changing job conditions; operate standard office equipment; navigate the internet and operate email applications; collect, input, store and accurately retrieve data; establish and maintain cooperative, positive and effective communication and working relationships with individuals with diverse backgrounds; understand and work within the scope of authority; possess and use tact, patience and courtesy; be organized, dependable and flexible; communicate clearly and effectively both orally and in writing, with and to a variety of constituents; work in a fast-paced environment while maintaining a high degree of accuracy; accurately perform intermediate math, including calculations using whole numbers, common fractions and decimals to compute rate, ratio and percent; be proficient in use of common software programs such as Word and Excel.
Ability is required to: prioritize, organize and coordinate multiple activities with conflicting deadlines simultaneously; meet established timelines, deadlines and schedules; remain calm, consistent and fair under pressure and in stressful situations; follow tasks through to completion with frequent interruptions; adapt to changing work priorities, situations and assignments; work effectively as a member of a team; work independently with a minimum of supervision; make independent decisions; learn, interpret, apply and explain rules, regulations, agreements, policies and procedures; work effectively with a diverse population; set up and maintain accurate and detailed records and filing systems both electronic and paper; learn and become proficient in a variety of software programs; handle and protect sensitive information; possess, maintain and honor a high degree of confidentiality and moral standards; represent the district in a professional manner; maintain regular and punctual attendance; recognize and correct errors and prevent future occurrences.
WORK RELATIONSHIPS: Reports to Finance Director. Daily collaboration with Fiscal Coordinator, other Business Office staff, and Human Resources staff. Regular interaction with other district staff. Occasional interaction with students and the public.
