GENERAL SUMMARY: In accordance with federal and state laws, including FLSA, and under moderate supervision of the Payroll Supervisor and Payroll Manager, processes and reconcile payroll cycles. Verifies and audits payroll entries, employee deductions and benefit changes for accuracy according to internal and external requirements. Investigates, calculates and processes payroll adjustments and special wage payments. Maintains time and attendance system for employee records, time clock and badge problems and routine system utilities. Responsible for maintaining consistent payroll policies and providing appropriate services at the employee level. Serves as a mentor for the payroll representatives.
ESSENTIAL DUTIES:
- Process and reconcile payroll in accordance with established pay cycle calendars. This includes the closing out and import of time and attendance system and payroll system.
- Assist Payroll Supervisor with balancing payroll each pay cycle, which consists of balancing quarter-to-date and year-to-date totals, balancing tax accounts and notifying Treasury of tax payments to be made.
- Sets up accounts receivable, forgiveness loans and miscellaneous deductions at the employee level. Monitors and communicates with Accounting on balancing general ledger accounts.
- Research and processes check inquiries/stop payments, direct deposits/check reversals, ACH summaries returning monies and outstanding checks.
- Processes off cycle check cycles, as needed.
- Completes union deduction reviews of all companies to ensure the appropriate union deductions are processed.
- Responsible for the updates to the General Payroll Procedures/check list to ensure all procedures are kept up-to-date.
- Confirms all payroll payments. Balances the ADP files and advises Treasury of the amounts needed to fund.
- Maintain up-to-date working knowledge on federal, state and local regulations, as well as, Beaumont Health policies and procedures and union contracts.
- Demonstrates outstanding customer service, mindful of the personal aspect of the payroll relationship between employer and employee and ensures that harmony is maintained through constant concern for the fellow employees.
- Calculates and processes additions to pay for interim payroll rate or position changes, incentive and premium payments, retroactive and special wage payments. Researches, investigates and enters adjustments based on Daily Change Notification Forms.
- Manages involuntary employee deductions for child support, garnishments and levies deductions, related correspondence, processes and balances garnishments and related file each pay cycle. Interacts with third-party processor and legal and governmental agencies for prompt and accurate withholding and remittance according to regulations.
- Takes responsibility for the maintenance of Time and Attendance System including investigates badge and time clock problems and labor level security.
- Provides assistance and training of timekeepers on time and attendance system and payroll procedures. Interprets payroll policies relating to overtime, shift premiums and incentive payments. Serves as primary contact for system wide payroll questions.
- Investigates, calculates and coordinates payroll adjustments with employees and timekeepers. Uses own discretion to research nature of adjustments, method and timing of resolution.
- Process deductions, and remittance file of 403b and 457 payments for employee contributions. Ensures accurate general ledger account balancing and distributions.
- Processes payments of Federal, State and Local Employer taxes according to filing deadlines. Adheres to taxation requirements for timing and accuracy, to avoid the negative consequences of tax penalties and interest. Ensures accurate general ledger account balancing and distributions.
- Develop/query and generate payroll and timekeeping reports as needed.
- Alerts supervisor of any tax requirements or issues in regards to application of out of state withholding requirements, unemployment federal exemptions or employee Visas. Adheres to locality’s requirements for timing and accuracy to avoid the negative consequences of penalties and interest.
- Serves as user/tester/advisor to Payroll Supervisor and representatives of Computer Information Technology for system issues, problems or implementations.
- Provides assistance as needed for W-2 processing.
- Strives for 100% compliance, accuracy and timeliness of all payroll activities.

STANDARD QUALIFICATIONS
- Requires a minimum of a High School Diploma or equivalent, with successful completion of accounting coursework and understanding of basic accounting principles.
- Requires 3 years in a payroll department that oversees timekeeping and payroll processing.
- Certified Payroll Professional (CPP) certification is preferred.

- Ability to develop/query and generate payroll and timekeeping reports.
- Requires the ability to maintain the highest standards for accuracy and confidentiality in all aspects of work.
