Mesa County Public Health (MCPH) was formed in 1948 as a political subdivision of the State. We provide a wide range of public and environmental health services to Mesa County residents and, in some programs, the region. MCPH is an Accredited Health Department by the National Public Health Accreditation Board.

MCPH is the fiscal agent for Mesa County Partnership for Children and Families (PCF), the county’s Early Childhood Council. PCF was formed in 1999 and is established by the state as one of 34 early childhood councils in Colorado. The Colorado Legislature charges PCF to improve services and support for Mesa County children and their families by increasing and sustaining the quality, accessibility, capacity and affordability of early childhood services. PCF focuses on the areas of early care and education, family support, and healthy development.
JOB SUMMARY
This position will promote the collaboration of the PCF among the various agencies helping to provide Early Childhood Education services for the community from birth to age eight. This position works collaboratively with MCPH as the fiscal sponsor and directly supports the PCF Director. This position provides coordination and implements services needed to improve the overall availability and accessibility of Early Childhood Education services and is an active participant on the Early Childhood Steering Committee (ECSC).
ESSENTIAL JOB FUNCTIONS

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following: Extensive knowledge of early childhood education, licensed child care, and early care models are required. Excellent people skills are essential. Must have regular attendance/punctuality and be able to cooperate with others. Other assigned duties include:
- Serve as a support to the PCF and a resource for child care providers and interested parties, in collaboration with a wide variety of community agencies
- Work collaboratively with MCPH Early Childhood Services and Colorado Child Care Assistance Program (CCCAP) staff
- Develop a variety of strategies for local child care providers to report open slots and collect enrollment data
- Enhance child care outreach and support, working with providers and other agencies to increase availability for underserved populations to strategically increase supply and quality of child care services
- Work to increase availability and accessibility of child care providers and provide ongoing training
- Collect, input, and analyze all required data of state computer systems, including Colorado Shines systems
- Act as a liaison to ensure all providers are connected to the necessary resources needed to successfully start and operate their businesses and provide quality care
- Cross train with entities impacting early childhood education and develop an understanding of all early childhood services and opportunities, providing information and connections to new and existing providers
- Provide technical assistance to all new and existing child care providers as they move through health, licensing and quality processes
- Assist and connect new and existing providers to programs such as CCCAP, the Child and Adult Care Food Program (CACFP), the Colorado Shines Quality Rating and Improvement System (QRIS), Universal Preschool (UPK) and stay abreast of legislation impacting child care operations
- Work collaboratively to implement a unified plan with community partners for UPK and longer term birth to five goals for comprehensive early childhood services
- Prepare monthly objectives and timely quarterly reports, or as outlined, for all grants or projects
- Support the PCF Director and PCF Staff as requested in activities and projects to meet Early Childhood Council statutes and grant objectives
MINIMUM QUALIFICATIONS REQUIRED
Education and Experience
- Degree in Early Childhood Education or related field or equivalent experience/training
- 3 years experience working in ECE preferred
- Experience and or knowledge of licensing requirements
- Any combination of education, training and experience which provides the knowledge, skills and abilities required for the job.

Computer and Technology
- Advanced knowledge and ability to use Microsoft Office applications including, Word, Excel, and PowerPoint.

- This position requires standing, stooping, sitting, bending, twisting, and lifting up to 20 pounds.
- Work environment is in an office setting and out in the community, with a virtual option as work allows.
- May be exposed to communicable diseases and infections.
