Job description
Under managerial supervision, develops, designs, monitors, and implements transportation planning studies, projects, and programs, Leads analyses of proposed transportation policies and projects, in the context of relevant land use, community development, and economic development plans, Coordinates complex assignments with staff, public sector agencies, and private sector stakeholders, Represents 00TH in joint local and regional projects; develops and maintains relationships with key planning stakeholders. Uses diverse skillsets to ensure the timely completion of transportation planning projects at the highest standards for quality. Confers with upper management to resolve legal, technical, fiscal and policy issues of a highly complex nature. Performs other duties as assigned.

Minimum Qualifications
  • Graduation from an accredited college or university with a Master's Degree in Transportation Planning; Urban Planning; Public Policy; Economics; or Public Administration is required.
  • Four (4) years of professional work experience as an Urban Planner; Transportation Planner; Economic Development Planner; Community Development Planner; Community Development/Economic Development Specialist; or Policy Analyst is required.
  • Professional work experience managing strategic planning projects is required.
  • Valid driver's license is required.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS
Extensive knowledge of current principles and practices of urban planning relevant to transportation policy and planning, including highway, transit, non-motorized, and freight modes. Knowledge of principles and practices relevant to land use, community and economic development, environment affordable housing, tax policy and public finance, or other areas of responsibility. Comprehensive knowledge of existing Federal and State legislation, policies, and grant programs for urban areas related to transportation, community and economic development, environmental assessment and remediation, and/or housing issues. Knowledge of regional and local policies applicable to jurisdictions in Cook County. Knowledge of both private and public sector funding opportunities. Experience in successfully managing federal, state, regional, local, and/or private grants. Extensive skills in managing strategic and/or comprehensive planning projects for complex transportation, land use, affordable housing, economic development, infrastructure, community revitalization, or other relevant topics. Excellent communication skills, oral and written. Strong project management skills, including scheduling, performance monitoring, and quality control. Skill researching and analyzing US Census data, transportation, social, and economic statistics and applying these statistics to major transportation plan, policy, and project proposals. Skill designing maps, graphics, spreadsheets, and databases for various media presentations and project monitoring tools. Ability to lead, develop, and maintain effective work teams. Ability to effective manage consultants and vendors. Ability to think logically, synthesize quantitative and qualitative data sources, draw conclusions, and make actionable recommendations with minimal supervision. This position may require moderate to extensive travel to work assignments throughout Cook County.
Physical Requirements

Light Work

Light Work involves exerting up to 20 pounds of force occasionally or up to 10 pounds of force frequently, or a negligible amount of force constantly to lift, carry, push, pull, or otherwise move objects. Even though the weight lifted may be only a negligible amount, a job/occupation is rated Light Work when it requires: (1) walking or standing to a significant degree; (2) sitting most of the time while pushing or pulling arm or leg controls; or (3) working at a production rate pace while constantly pushing or pulling materials even though the weight of the materials is negligible.
