Governor Noem is looking for a policy advisor or senior policy advisor (depending on experience) to handle education, military/veterans, and technology policy issues. Responsibilities of the role include:

• overseeing the Department of Education, Department of the Military, Department of Veterans Affairs, and the Bureau of Information & Technology;
• serve as cabinet secretaries’ primary point of contact in the Governor’s office and as a liaison between the Governor and the cabinet secretaries;
• ensure the Governor’s agenda is carried out across all four agencies;
• provide direction to cabinet secretaries on policy questions, political decisions, and other issues on a regular basis;
• stay informed on regular happenings and events within all four agencies;
• serve as the office’s subject matter expert on education, military/veterans, and technology policy issues;
• draft memos for the Governor and executive leadership team on issues within this portfolio;
• attend meetings with the Governor as needed to provide insight on issues within this portfolio;
• form relationships with key stakeholders within this portfolio across the state (lobbyists, business leaders, community members, etc.);
• conduct policy research as needed to stay on top of key issues within this portfolio;
• advise on talking points and responses to constituent requests as needed;
• research, draft, lobby, and testify on legislation during the annual South Dakota legislative session;
• throughout the year, develop ideas for proactive legislation that advances the Governor’s agenda in the areas of education, military/veterans, and technology policy and improves the state of South Dakota;
• work closely with cabinet secretaries to provide direction and feedback on proposed agency bills and other relevant legislation throughout the year and during the legislative session;
• lobby and testify for and against various legislation during the legislative session as directed by the Governor’s Office team; and
• develop relationships with state legislators throughout the year.
