Boulder County is seeking to hire a Policy Analyst. The Policy Analyst is a specialized, professional classification. As a representative of the County Commissioners, this position is responsible for internal and external duties associated with the furtherance of legislative and policy priorities of the Board of County Commissioners, including such functions as research and writing, project management, lobbying, coordination, community liaison and public presentations.

This is a full-time, benefited position. This position will work Monday - Friday 8:00am - 4:30pm. This position will work out of the County Courthouse located at 1325 Pearl St Boulder, Colorado. Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt.

Boulder County requires its employees to reside in the state of Colorado as of the first day of work.

Hiring Salary Range: $88,572.00 - $108,066.00 Annually
Classification Salary Range: $88,572.00 - $127,560.00 Annually

Tentative Hiring Timeline:


  • Phone Screening: September 27th

Examples of Duties

  • Represents the County Commissioners, and functions as a liaison and communication link, when dealing with the public, community groups, agencies, and representatives of other governmental institutions in committee meetings and public sessions
  • Works in conjunction with county staff and external partners to provide research, support materials, and testimony on legislative matters to meet defined legislative policies
  • Works to build diverse coalitions and identifies support for Boulder County legislative positions and priorities
  • Increases federal presence and works with federal congressional delegation members where appropriate to meet defined legislative and policy priorities
  • Works with state legislative delegation members to identify how Boulder County can assist them with their legislative priorities
  • Provides project support, research, and writing as needed to implement the county policy agenda
  • Works with municipalities, Denver Regional Council of Governments, Counties and Commissioners Acting Together, Metro Area County Commissioners, Consortium of Cities, and other regional groups and associations on regional issues
  • Assists in defining public policy priorities for the county
  • Identifies policy solutions for improving equitable outcomes in the county and the state
  • Provides strategic planning consultation and support for internal county planning efforts, external public processes, and other projects and initiatives as needed
  • Coordinates with the Commissioners, Elected Officials, Department Heads, county staff, county constituents, municipalities, and other governmental bodies to provide support on policy issues, to ensure that Boulder County is providing appropriate testimony and advocacy for legislation, and to achieve policy objectives
  • Provides consultation, staff support, and representation to various committees to support county policy initiatives
  • Performs lobbying activities at the state legislature on behalf of the County Commissioners
  • Performs related duties as required
  • May be reassigned in emergency situations.

EDUCATION & EXPERIENCE:
Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of 6 years of combined education and experience, including 4 years of experience in policy development and advocacy.

Supplemental Information

PREFERRED QUALIFICATIONS:

  • Bachelor’s degree in Public Administration, Political Science, or related field.
  • Policy or subject area expertise in one or more of the following areas: housing, transportation and mobility, wildfire and natural disaster response and recovery, economic vitality and recovery, and employment and workforce.

KNOWLEDGE, SKILLS, & ABILITIES:
  • Thorough knowledge of the principles, methods and practices of County government.
  • Skill in public policy interpretation and analysis.
  • Ability to do complex research and analysis and prepare presentations of the information for the County Commissioners, the public and others.
  • Ability to communicate effectively, verbally and in writing.
  • Ability to work effectively with other employees, the public, and representatives of various governmental institutions.
