The Texas Health and Human Services Commission (HHSC) seeks highly qualified and motivated candidates to fill a Policy Analyst position within the Access and Eligibility Services (AES), Program Policy division.

AES is driven by its mission to connect Texans to services and supports by helping individuals and families in need of food, medical care, cash assistance and other social services.
The Policy Analyst under the Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance for Needy Families (TANF) team completes complex policy research and policy development for SNAP and TANF.
SNAP provides food assistance for low income individuals. TANF provides cash assistance for low income children and families.

Job responsibilities include developing, implementing, and facilitating policy development, which includes, policy handbooks, bulletins, state rules, forms, state plan amendments, and waivers; coordinating and conducting complex policy research on best practices and state options; completing legislative analysis; reviewing, interpreting, and analyzing federal and state statutes, rules and regulations, guidance and procedures; providing options for senior and executive management decision; and effectively communicating policy and research orally and in writing.

Essential Job Functions:
Analyzes federal and state laws, rules, regulations, and guidance relating to SNAP and TANF.

Conducts research on best practices.
Prepares high-quality documents (e.g., timelines, tables, charts, presentations, talking points, memoranda, rules, state plan amendments, waivers, bulletins, etc.).

Collaborates with co-workers to identify policy options and impacts based on research and data.

Manages policy projects and coordinates workgroups and meetings.

Works with stakeholders to provide information and request input on policies.

Keeps supervisor informed as required or as necessary.

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.


Knowledge Skills Abilities:
Knowledge of SNAP, TANF or other social services programs.

Knowledge of state and federal policy development processes.

Strong skills in researching, interpreting, and analyzing complex data and policies.

Skill in identifying policy options and impacts for decision makers.

Initial Selection Criteria:
Graduation from an accredited four-year college or university with a bachelor's degree preferred with major coursework in a relevant field (e.g., public policy, social work, and public health).

Work experience may substitute for education. Applicants will initially be screened for experience with SNAP, TANF or other social service programs; experience with state and federal policy development processes; experience researching, interpreting, and analyzing complex data and policies; and experience synthesizing complex information and translating it into clear and concise policy documents.
