U.S. Data Security (“USDS”) is a standalone department of TikTok in the U.S. This new security-first division was created to bring heightened focus and governance to our data protection policies and content assurance protocols to keep U.S. users safe. Roles and Responsibilities:
TikTok U.S. Data Security is looking for a Procurement Specialist who will provide delivery assurance in a fast-paced high-matrixed environment. You will ensure that the day-to-day supply chain management activities such as placing purchase orders and managing suppliers while ensuring they execute on quality and on-time delivery at cost to meet our financial goal. You will interact with multiple departments and both domestic and international suppliers. This role will drive sourcing digitization and process improvements to make it easy for employees to get the goods and services they need enabling scalability of the company’s sourcing and contracting activities globally. This role requires an understanding of sourcing and procurement best practices, experience working with internal teams, an analytical mindset, and excellent communication and project management skills.

• Work closely with business functions to define their purchasing requirements and provide guidance on development of purchase requests.
• Partner closely with the business to support their sourcing decisions and vendor partnerships for scale, cost efficiencies, and to ensure a diverse and sustainably focused supplier chain to keep pace with the evolving needs of our business.
• Request quotes from suppliers and negotiate purchase terms and conditions.
• Full service vendor onboarding and supplier management.
• Create purchase orders where applicable and provide non-PO invoice coding to enable timely and accurate invoice processing and accurate financial reporting.
• Interfacing with suppliers to ensure timely fulfillment of purchase orders.
• Providing timely customer service and training to business functions to continually improve purchasing processes.
• Supporting all business functions to resolve issues and concerns related to suppliers.
• Managing vendors and invoicing processes: reviewing vendor records, ensuring timely billing, approving invoices, and working with Accounting to ensure accuracy of accrued services.
• Interface with the Accounts Payable department and help support process improvements to improve supplier invoicing.
• Researching and identifying prospective suppliers and maintaining strong supplier relations.
• Evaluating products and suppliers according to key business criteria.
• Complying with company policies, procedures, and regulatory standards.
• Support procurement manager to improve procurement efficiency via implementing procurement best practices & procurement digitization.
• Support the design and simplification of procurement workflows and partner on system enhancements to help automate workflows to scale.

Qualifications

• The ideal candidate for this role is someone that has a solid understanding of accounting treatment, knowledge of the procure to pay workflow, and experience with developing strong cross-functional relationships with business partners across various functions.
• 5+ years of experience leading projects in sourcing, procurement, or supply chain.
• Experience with data and analytics, ERP, and Source-to-Pay tools/P2P applications.
• Ability to take ownership of tasks while handling competing priorities.
• Ability to cultivate strong cross-functional relationships and communicate effectively with team members and business partners.
• Comfortable with written and verbal communication of quantitative and qualitative information with teams.
• Experience with project management and process mapping.
• Bachelor Degree in Business Administration, Supply Chain, Finance, Computer science or other relevant fields.
• Great culture fit - Ability to deal with ambiguity, conflict management, and change management.
• Ability to work onsite at one of our USDS offices, preferably Los Angeles or New York.

Job Information
The base salary range for this position in the selected city is $84800 - $136888 annually.

Compensation may vary outside of this range depending on a number of factors, including a candidate’s qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units.
