Currently, we are seeking a Program Analyst - Senior to support our customer in Lexington Park, MD.

This role must be on-site at least 2 days per week.

Role and Responsibilities:
Provide acquisition, cost, and overall programmatic support to the PMA-265 F/A-18E/F and EA-18G Air Vehicle Integrated Production Team (IPT).

• The candidate will report directly to the Level 2 IPT Leads (IPTLs) and provide support across the entire IPT as necessary.
• Financial responsibilities include providing cost estimating and financial management support, including all activities that occur during the life cycle of a program from budget development, Program Objective Memorandum (POM) development, spend plan development, execution of funding to include tracking of obligations and expenditures.
• Acquisition support responsibilities include planning, developing, and executing contract actions in support of the IPT and Acquisition functional area.
• The selected candidate will provide recommendations and assist in the establishment of IPT wide contract process, support and assist in development of Rough Order of Magnitude (ROM) Integrated Government Cost Estimates (IGCEs), draft Requests for Proposals (RFPs) and associated documentation (Statements of Work (SOWs), Contract Data Requirements Lists (CDRLs), etc.) other Acquisition documentation, participate and provide recommendations on supplier proposals/technical evaluations, assist in negotiations and facilitate timely award of contract actions.
• Tracking procurement/acquisition efforts across the entire IPT and coordination with Acquisition personnel and other IPTs will be required.
• Programmatic support responsibilities will include assisting the IPT Leads in brief development for leadership; working through complex technical and programmatic challenges, and providing analytical/data supported recommendations for mitigations/program execution plans.
• Identifying risk, issues, opportunities and associated execution and mitigation plans will be required.
• Development and enforcement/tracking of IPT processes and procedures is required.

Required Education & Qualifications:

• BS/BA with 5+ years of experience. Substitution: 13 years of experience in place of BS/BA.

Required Experience:

• BS/BA preferred
• 12+ years of experience in the above-mentioned responsibilities.
• 3+ years of experience with Acquisition Management System ("AMS") suite of tools.
• 3+ years of contracting/acquisition execution experience.
• Strong analytical, problem-solving, organization and communication skills.

Additional Qualifications:

• Experience in product and services Procurement Initiation Document (PID) development and overall contracting required.
• The selected candidate should have strong communication and organization skills, such that cohesively plans, recommends, analyzes, and gives other advice that can be comprehensively presented in a fast paced and time critical environment.
• Common Spend Plan Tool (CSPT) experience is required.
• Procurement Management Tool (PMT) experience is required.
• Experience in briefing program office leadership is desired.

Clearance:

• Secret clearance required. US Citizenship is required.
