Strategic Analysis, Inc. (SA) seeks a Program Analyst to support defense technology transfer (T2) programmatic oversight and policy activities within the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)).

The Program Analyst will support government personnel in the full range of administrative and programmatic issues impacting T2 activities at the DoD laboratories/warfare centers and assist with L&PO initiatives aimed at accelerating the development and transition of innovative technologies to support the joint warfighters and to stimulate the civilian economy.

On-site work with our government clients in the Mark Center of Alexandria, VA is necessary. Telework options are available within the Washington, DC area.


As a Program Analyst, you will:


  • Serve as the primary action officer for T2 oversight initiatives, processes, activities, and awards. Activities include drafting and editing correspondence, briefings, and other written material; scheduling and facilitating meetings; tracking project progress and milestones; and conducting short term research and writing projects with government direction.
  • Serve as administrative support for the Defense Laboratory Quality Enhancement Program (LQEP) Panel on Technology Transfer, including drafting agendas, meeting minutes, and read-aheads; maintaining correspondence and file systems; and tracking action items.
  • Develop programmatic and technical input required for position papers, weekly activity reports, briefings, Congressional testimony, and inquiries from internal and external stakeholders.
  • Support the draft and coordination of policy documents, strategies, and action plans at government direction.
  • Track, coordinate, and report on T2 activities across the Services and Defense Agencies.
  • Develop and conduct data calls and present findings.
  • Liaise with and support departmental committees, the T2 Working Group, the Federal Laboratory Consortium, and strategic communications efforts that promote departmental collaboration and interagency cooperation.


QUALIFICATIONS


Clearance: Active DoD Secret clearance is required.


Education: A master’s degree from an accredited college or university is required. Degree requirement waived in lieu of significant recent and relevant work experience: minimum of five (5) years’ active-duty military or minimum of ten (10) years’ experience.


Experience:


  • Demonstrated ability to perform at a high-level of proficiency on short deadlines and with minimal supervision.
  • Strong organizational skills, and the ability to multi-task and operate in a dynamic environment with shifting priorities.
  • Excellent verbal and written communication skills including editorial proofreading.
  • Proficiency in MS Word, PowerPoint, Excel, and SharePoint applications, as well as MS Teams and similar collaboration and video teleconferencing capabilities, such as Zoom or WebEx.
  • Prior DoD experience a plus.
