In accordance with the agreement between the Organization 0f School Administrators (OSAS) and the Board of Education of the School District of the City of Detroit, Table of Contents, Section 7.0 Promotions, the following vacancy is announced:

Position Summary:

We are seeking a Program Associate I, Data Analyst (Data Analyst) to join the Research & Data Science team. The Research & Data Science team executes on a rigorous research agenda driven by our District's Strategic Plan, which includes:

  • Working side-by-side with District leaders to refine the outcomes we target through each of our core operations, programs, and student services

  • Designing our overall evaluation strategy to ensure that we have clearly defined research questions and strike the right balance between rigorous understanding of our impact and responsive, relevant analyses in support of our District and schools,

  • Leveraging coherent, aligned, objective, and efficient frameworks and measurement systems to clearly understand our progress toward outcomes, and

  • Ensuring we draw on the best research literature available to define the outcomes we target and to shape the methodology we use to collect data about our impact.

As a significant member of the Research & Data Science team, the Data Analyst uses data to identify trends, needs, and opportunities, and helps the District determine what's working and what needs to change. The Data Analyst is responsible for the ongoing management, analysis, monitoring, and reporting of data associated with the District's Strategic Plan metrics and critical school and District-level performance and operations metrics. The Data Analyst will also be significantly involved in the creation and maintenance of aligned data management standards and systems within and across departments; supporting the design and implementation of improved data management, access, and reporting systems throughout the district; and helping to build strategic data capacity through the support of varying special projects tied to the District's goals.

Minimum Qualifications:¿

  • Bachelor's degree and/or technical or equivalent experience in mathematics, statistics, or computer science related field.

  • Familiarity with business intelligence applications (e.g., Power BI, Tableau, etc.), data modelling, and dashboard design

  • Strong curiosity about topics in K-12 education; experience working in a large urban school district

  • Working knowledge of Michigan state assessments, education data, and accountability systems

  • Demonstrated success in analyzing and interpreting quantitative data and disparate data sources to make recommendations based on findings

  • Technical proficiency and versatility with the following skills:

  • Writing code to pull and analyze large and complex data sets (we use R and SQL, but recognize that you may currently code in Stata, SAS, SPSS, or Python)

  • Working reproducibly (so that colleagues can follow, continue and extend your work)

  • Performing and interpreting fundamental statistical analyses (i.e., correlation, linear regression)

  • Strong written and oral communication skills that enable you to work with stakeholders to gather and define requirements and research questions, and to share back information and findings with both technical and non-technical audiences

  • Exceptional attention to detail and strong ability to catch and resolve issues along the way so that your work is trusted and grounded in quality insights

  • Ability to persevere through challenges and layered priorities to ensure success of projects, including meeting expectations for work quality, timeliness, and collaboration

Essential Functions:¿

  • Work with teams to define clear research questions, create analysis plans, and manage progress for analytic projects

  • Plan and perform statistical analyses and communicate findings that allow the District to understand progress, gaps and opportunities

  • Package findings into clear reports and presentations that communicate results and recommendations for a variety of technical and non-technical audiences

  • Design, build, and maintain user-friendly reporting tools that integrate multiple data sources using data visualization best practices

  • Support operational management of processes for documenting, updating, reporting, and ensuring delivery of the District's Strategic Plan metrics

  • Manage data collection processes and cleaning to optimize statistical quality, including scheduling and logistics of data collection activities and querying and prepping large/complex datasets for analysis

  • Support the design and execution of data systems for key district initiatives such that the District has the necessary data to evaluate the effectiveness of our investments

  • Develop a data and research request intake process to support ad hoc requests from across the District and external partners

  • Author internal and external resources that help District stakeholders access and understand insights and findings from analytic, research, and evaluation projects

  • Participate and leverage analyst support protocols, including reviewing colleagues' analysis code, partnering on quality assessment steps, giving/receiving feedback, documenting code and processes, and sharing breakthroughs

  • Perform other duties as assigned by the Senior Director
