Culmen International is seeking a Program Control Specialist to support a Department of State program which builds institutional capacity in key partner nations.

The Program Control Specialist is responsible for programmatic financial actions and will apply knowledge of general business and accounting principles to the program operation.

***This position is contingent upon program award***

Primary Responsibilities Include:

• Managing financial aspects of the program including preparing price/quote proposals, crafting modifications, reconciliations, reviewing incoming and outgoing invoicing, analyzing cash flow, and ensuring contract fiscal compliance.
• Ability to communicate with, customer representatives, vendors, independent contractors.
• Review of invoices and payments, monitoring funds, and crafting modifications.
• Monitoring and analyzing changes in contracts and projects to determine effects on costs.
• Producing financial reports.
• Providing guidance on policies and practices for contracts and fiscal management.
• Developing metrics and tracking program performance.
• Responsibility for closing out each task order to ensure accurate record keeping, timely payment of facilitators and subcontractors, accurate customer billing, and reconciling incoming and outgoing payments.

Basic Qualifications:

• Knowledge of U.S. Government financial and accounting practices and principles.
• Excellent written and verbal communication skills
• Proficiency with Microsoft Office Suite and MS Excel skills.
• Excellent time management skills.
• Experience with Costpoint Project Module is desired.
• Experience with government contracting
• Accounting proficiency

Preferred Training and/or Education:

• B.A./B.S. Degree in Accounting, Finance, and/or equivalent related experience

Pay: $100,000.00 - $115,000.00 per year
