Goldbelt Professional Services seeks a professional and responsible Program Manager to support the Centers for Disease Control and Prevention (CDC), Office of Acquisition Services (OAS). The Program Manager will serve as the team lead, providing supervision and technical expertise in guiding a contract team of contract specialists.
ESSENTIAL JOB FUNCTIONS:
- Developing a comprehensive contract communication plan that outlines details such as stakeholders, messages, communicators, schedules, delivery methods, and comments,
- Providing timely vision into contract status for OAS leadership.
- Directly responsible for facilitating effective communications with OAS programs, including the Contracting Officer’s Representative (COR), Division leads, and OFR OAS partners and stakeholders.
- Assigning and managing purchase requests for processing by Team Goldbelt staff.
- Reviewing and providing corrective action instructions for all contractual actions and documents processed by Team Goldbelt staff before submission to OAS staff for review and signature.
- Setting up recurring meetings (at the discretion of the COR) to discuss project deliverables and staffing updates and immediately notify the COR when staffing changes arise.
- Conducting weekly task meetings and monthly one-on-ones with Team Goldbelt staff to ensure open communication, deliverables progress, and program and company updates.
- Coordinating closely with the CDC Contracting Officers (COs) to assign and assess workload and determine actions transitioning to Team Goldbelt for support.
- Identify qualified staff to ensure that the right personnel is proposed for each action according to qualification, experience, and details of the action(s).
- Gain and maintain access to the contract writing system and then ensure Team Goldbelt contract specialists are appropriately trained or take mandatory agency training to gain access to the system.
- Working closely with the assigned Contract Specialist or Contracting Officers to process actions by the appropriate regulations and policies, working within the parameters specified by each Government representative, and ensuring that supporting contract file documentation is uploaded to the correct electronic repository.
- Respond to inquiries from CDC and the partner or offeror.
- Update status of actions in Goldbelt tracker(s) and any CDC trackers.
- Conduct quality control review of each work product before submission to CDC for review and execution
NECESSARY SKILLS & KNOWLEDGE:
- Knowledge of Federal and agency contracting laws, regulations, principles, and procedures, contracts and provisions, and contracting methods applicable to various agency and Government-wide commodity and service requirements.
- Knowledge of acquiring commodities and services and ability to identify suitable sources of supply, recent developments and trends, economic factors affecting procurements, and anticipated requirements of Federal agencies annually and seasonally.
- Knowledge of cost and price techniques sufficient to perform various computations relative to item costs, packing, packaging, specification requirements, and delivery points; enough to determine the best buy for the Government.
- Knowledge of cost and price analysis techniques to compare proposals against previous history, actual expenditures, and established rates to determine a negotiation position; and to use results of reviews performed by price/cost analysts, auditors, or technical specialists.
- Knowledge of and ability to analyze current price trends and cost factors applicable to reviewing and evaluating contractor proposals, including performing detailed analysis on individual cost and profit elements and developing documentation and criteria to substantiate government cost or negotiation positions.
- Must be skilled in negotiation techniques and able to meet and deal with representatives of the private sector and with Government experts or managers sufficient to procure extensive services and complex equipment.
- Knowledge of business and industry practices to identify factors affecting contractor's costs and assess contractor's ability to perform.
- Knowledge of contract administration principles, policies, regulations, and procedures to administer a group of contracts, some of which are complex.
- Knowledge of and skill in negotiation techniques to conduct post-award negotiations, such as supplemental agreements or settlement actions.
- Knowledge of negotiation techniques sufficient to negotiate prices, terms and conditions, contract modifications, and settlements.
- Knowledge of purchase order/task order/contract pre-award functions such as reviewing and assisting customers with the preparation of procurement requests, requests for contracts, statements of work, and sole source justifications; assisting customers with market research
- Knowledge of preparing solicitation documents; obtaining quotes/proposals; reviewing quotes/proposals; making recommendations to the Contracting Officer for source selection; and preparing associated pre-award and award documentation for Contracting Officer review
- Knowledge of performing purchase order/task order/contract post-award functions such as processing unilateral and bilateral modifications and closing out awards after expiration of the award. Ensure accurate terms and conditions are included in award. Provide advice and assistance to contractors and program officials on administration issues
- Knowledge of processing priority deobligations and closeouts; priority will be determined by the COR or designated OAS point of contact
- Knowledge of reviewing contract award system (ICE) and financial management system (UFMS) to reconcile funding
- Knowledge of deobligation and closeout modification procedures, including the full range of functions that accompany these actions
- Excellent communication and interpersonal skills.
- Prior experience handling confidential information.
- Prior experience in building and sustaining business partnerships
