Job description
This Program Manager position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Facilities and Asset Management (OFAM), Mission Support Facilities, Facility Management & Engineering Division located in Washington DC.
This job is open to Current Federal employees with competitive status; Federal employees who meet the definition of a surplus or displaced employee; and individuals who are eligible under the Veterans Employment Opportunity Act (VEOA).
In this position, you will serve as a Program Manager and advisor to management on a wide range of complex program activities related to the functioning of the CBP National Firing Range Program.
This position starts at a GS-14 grade level salary of $126,233 with promotion potential to $164,102.
Typical work assignments include:
- Directing activities and projects within the Firing Range program, including project management, technology deployment, acquisition activities, configuration and change management, and asset management.
- Overseeing the overall planning, direction, and timely execution of Firing Range program activities
- Managing program activities and evaluating a program in the areas of requirements, design standards, master plans, specialized studies, and project development activities
- Implementing quantitative and qualitative methods within the scope of the respective project and reporting of results
- Providing recommendations for process improvements, improving quality, reducing costs, and establishing appropriate process metrics and process controls
- Exercising discretionary authority to approve the allocation and distribution of funds in the organization's budget. Appling analytical methods to develop the five-year Resource Allocation Plan (RAP) and to lead programmatic issue teams
Qualifications:
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
- Developing, evaluating, analyzing, and interpreting policies to resolve complex issues and to manage the construction, deployment, and maintenance of projects
- Establishing goals, timetables, milestones, and other criteria against which the relative cost and benefit of program achievements can be measured and develop plans and goals for both short and long-range implementation
- Leading complex projects, often cutting across organizational and activity lines amongst internal and external stakeholders
- Providing direction in project management, team building, facilitation, process improvement analysis, and the methodology required to develop and substantiate a business case for the selected project
- Defining critical quality factors, process improvements on key initiatives that result in significant, improvements in service delivery, reduce operational unit costs, increase quality, and reduce process cycle time
