Job Duties

The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as the ARTS Program Specialist in the Behavioral Health Division.

Job responsibilities will include, but are not limited to:

This position is responsible for providing professional clinical expertise and consultation for all Medicaid funded behavioral health programs and functions as the subject matter expert (SME) for all Substance Use Disorder services (SUD) under the Addiction and Recovery Treatment Services (ARTS) benefit.

Shall have a working knowledge of mental health illnesses and co-occurring disorders. Research and investigate issues relating to member access to care, health care issues and member benefits, provider network management, provides guidance to program monitoring staff, internal and external stakeholders and Managed Care Organizations (MCO) to ensure that contracts are within compliance.

Functions include but are not limited to: facilitating and problem solving provider and member challenges, care coordination with the Managed Care Organizations and the Fee-for-Service (FFS) contractors, serving as a behavioral health liaison for other internal divisions, and working with the BH policy team to develop and revise the Department of Medical Assistance Service (DMAS) policy and procedures to ensure compliance with federal/state regulations.

Minimum Qualifications

Competitive candidates will meet these minimum qualifications:

Extensive experience in the development, implementation, operation and evaluation of complex health care or human services.

Work related knowledge of legislative principles, practices, procedures, programs, laws, and regulations.

Must be able to research policies and evaluate projects.

Knowledge of Medicaid SUD and behavioral health.

Must be able to effectively communicate both orally and in writing to a diverse audience.

Must be able to work independently and in a team environment within and outside of the agency.

Proficient in utilizing personal computers, word processing, creating spreadsheets, developing presentations, and other operating systems.

Must be able to facilitate work with groups and committees. Experience and/or training with the American Society of Addiction Medicine (ASAM) criteria.

Bachelor’s or Master's degree from an accredited college or university in health, public administration or related field strongly preferred.
