This posting is for the State of Hawaii, Department of Commerce and Consumer Affairs, Regulated Industries Complaints Office.
The position is located on Oahu (Downtown Honolulu).

The State Recruiting Office will refer all inquiries regarding this exempt position to the Department of Commerce and Consumer Affairs.
The incumbent in this position will be responsible for performing a wide variety of top-level administrative services and activities associated with the management of the RICO operations, including but not limited to, preparing and monitoring the division's budget; budget requests and justifications; overseeing fiscal and accounting matters; procurement and contracting activities; assisting with legislative, operational and administrative matters; handling division information technology (IT) issues; assisting with the coordination of educational materials for the public.
Education: Graduation from an accredited four (4) year college or university with a bachelor's degree. Post-graduate degree or professional degree is recommended.
Substitution for Education: Excess work experience as described under General Experience below, or another responsible administrative, professional or analytical work experience which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-to-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities.
General Experience: One and one-half (1-1/2) years of progressively responsible professional work experience which required a high degree of analytical skill.
Administrative Experience: One (1) year work experience in participation of administrative activities where the work was responsible for the development, management, execution and coordination of policies, activities and program for a governmental agency, program or organizational unit of a non-governmental entity (e.g., for profit company).
The Administrative Experience may have been gained concurrently with either the General Experience.
Substitution of Specialized Experience for General & Administrative Experience: Excess specialized experience of the type and quality described above may be substituted for general and administrative experience on a year-for-year basis provided that the experience demonstrated the required knowledges and abilities.
Substitution of Legal Experience for General & Administrative Experience: Experience as an attorney practicing in the field of government regulation, or an administrator that handled regulatory or legal matters, may be substituted for the required experience on a year-for-year basis provided that the experience demonstrated the required knowledges and abilities.
Substitution of Education for Experience:
- Possession of a Certified Public Accountant Certificate obtained through a written test may be substituted for the General Experience.
- Possession of a master's degree in business administration with a major in accounting from an accredited college or university may be substituted for the General Experience.
- A Juris Doctor (J.D.) degree from an accredited law school may be substituted for the General Experience.
- Possession of a master's degree in a legal or regulatory field from an accredited college or university may be substituted for the General Experience.
Knowledge: General knowledge of budget and accounting principles and practices, procurement, contracting, legislative processes, facilities management, principles and practices of program oversight and administration, public relations, report writing, investigational research methods and techniques, Information Technology (IT) knowledge and experience. General knowledge of State laws, rules and regulations governing professional boards, commissions and programs and of policies and objectives of State government.
Skills/Abilities:Ability to plan, direct, coordinate, create, make recommendations and implement projects independently and timely, including various IT activities in support of the division and maintaining the division’s website information; creating and reviewing the work product and recommendations and suggestions of others; communicates and deals effectively with others, including government officials, the public and consumers; prepares and presents reports and public testimony, both written and orally, before groups and individuals; analyzes facts and reaches sound conclusions.
Legal Authorization to Work Requirement: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged form your employment at the prerogative of the department head or designee at any time.
