SUMMARY
The facility Quality Assurance Manager is responsible and accountable for leading the quality assurance program within the Greenbrier Rail Services. The Quality Assurance Manager implements and maintains processes in accordance with the GRS Quality Policies and Procedures, Association of American Railroads ("AAR"), Manual of Standards and Recommended Practices, Specification for Quality, and related AAR rules and technical standards. The Quality Assurance Manager is also accountable for achieving established targets for customer satisfaction and profitability by improving quality, service, and delivery. The Quality Assurance Manager is responsible for creating, reviewing, analyzing, accepting, or rejecting, as applicable, reports for nonconformance with a priority focus for continuous improvement. The Quality Assurance Manager must participate in AAR, FRA, Customer and Internal Quality Assurance facility audits and facility certification events.
Duties and Responsibilities
To perform this job successfully, an individual must be able to perform the following essential duties satisfactorily:
  • Create and maintain a local facility master document list and ensure all quality documents used at the respective GRS facility are the latest revision.
  • Facilitate internal, customer, and regulatory audits at the respective facility.
  • Review facility audit responses and assist facility management with root cause corrective action plans for audit findings.
  • Notify Production or Plant Manager when nonconformances are found on in-process and completed railcars.
  • Audit rework and nonconformance data submissions for review with facility management team to initiate quarterly corrective action plans.
  • Audit completed car files to ensure work orders have been signed off and all associated forms completed before car/item shipment.
  • Ensure all applicable quality document and process revisions are communicated to all affected personnel and outside contractors.
  • Perform Quality process audits to ensure the adequacy and effectiveness of process controls, work instructions and procedures.
  • Lead contract review meetings with management for new customer scopes of work.
  • Advise Plant/General Manager, regarding quality training provided to workers, as well as upcoming quality training needs and or procedures.
  • Manage employee special process and function specific training qualifications and certifications within the applicable management systems.
  • Manage and maintain all measure and test equipment and welding machine calibrations and verifications.
  • Manage and maintain the local facility Quality Assurance program per AAR MSRP Section J.
  • Ensuring all applicable AAR Standards, Rules, FRA regulatory, and customer requirements are followed.
  • Act as a liaison between GRS repair shops and customers including technical issues or other customer requests.
  • Occasional after-hours and weekend work when required to meet customer expectations or program preparation for upcoming audits.
  • Follow all Safety rules.
QUALIFICATIONS

  • Complete additional training or education as needed for this position.
  • Extensive knowledge of transportation regulations.
  • Knowledgeable of AAR & FRA regulatory requirements including AAR M-1003 Specification for Quality Assurance and M-1002 Tank car specifications as well as FRA 49CFR regulations.
Education and Experience
  • High School diploma Required
  • College degree (associates or bachelors) preferred in engineering, operation, technical, or related field or equivalent experience.
  • A minimum of 3-5 years' railcar inspection, test, and repair experience.
  • Previous supervisory experience.

  • Heavy Industrial Environment
  • May work around a multitude of hazardous chemicals / wastes through the supervision / execution of yours and your teams' daily duties while repairing railcars which may be in open or OSHA permit required confined space
  • Thorough understanding of the MSDS's, company safety policies / practices, and proper use of identified PPE which may involve protective clothing, sleeves, hard hats, foot protection, eye / ear protection, respirator use, etc.
  • Requires long periods of standing; walking, bending, stooping, climbing, twisting, and entering into confined spaces and elevated surfaces
  • Lifting up to 50 lbs. or more to accomplish work tasks around heavy moving equipment
  • With the exception of clerical, administrative, and some management positions, which require indoor work, the physical environment requires the employee to work both inside and outside in heat/cold, wet/humid, dry/arid and dusty conditions
  • Travel is required approximately 10% of time
