Quality Specialist Representative

Position Summary/Position
Reporting to the Manager, Measure Transformation, the Quality Specialist Representative will service as the liaison between the Quality Transformation Team and practices and/or business partners to support project objectives for the San Bernardino or Riverside area or in support of the Strategic Partnerships unit.
In this role, the Quality Specialist Representative will assist the Manager with developing and tracking project performance using agile methodologies as well as coordinating with internal / external teams to achieve deliverables.
The Quality Specialist Representative will meet regularly with key stakeholders for related activities to ensure projects and issues are tracked, updated, and reported out frequently as scheduled. The individual will also ensure the work is in line with IEHP strategic quality goals, objectives and is conducted and executed effectively.
Major Functions (Duties and Responsibilities)
1. Liaise with practices in designated county regularly with or on behalf of Manager
2. Support project scope, objectives, business requirements analysis in alignment with enterprise strategy and quality targets
3. Assist Manager with preparation and management of budget, including but not limited to determination of resource requirements and procedure resources, gather details for budgets needed and analysis for special projects or issue resolution as requested
4. Develop and track project management plans and key performance indicators to ensure projects are completed on time, within budget, and meet stakeholder expectations
5. Support Manager with contract management with vendors and suppliers as needed by assigning tasks and communicating expected deliverables
6. Support projects from inception to completion and adjust as needed
7. Coordinate and schedule meetings and activities, capture meeting notes, and follow up action items to the keep project on track
8. Support Manager with risk management analysis to reduce and mitigate project risks, report and escalate risks / issues as needed
a. Facilitate daily project operations, perform detailed information gathering, analysis and investigation; provide recommendations and escalate immediate decision making as needed
b. Document and track issue resolution, implementation of regulatory changes and standardized processes for strategic projects.
Experience Qualifications
A minimum of five (5) years of experience in a provider-facing role in a healthcare environment and program management/project management experience.
Education Qualifications
Bachelor’s degree in any Science, Health Related field, Business, Engineering, or Information Technology from an accredited institution required.
Drivers License Required
Yes, must have a valid California Driver's License.
Knowledge Requirement
Knowledge in:
- Project management software tools (e.g. JIRA, PlanView), agile methodologies and best practices, certifications preferred.
- Six Sigma, Lean, Agile, Root Cause Analysis.
Familiarity with:
- Health Plan or Hospital Federal, State and Accreditation Requirements.
- Provider Workflows and Care Coordination and Transition Management processes.
- SDOH, Health Equity, Community Resources, Person-Centered Care, Alternative Care Models.
- User experience design and product innovation.
Skills Requirement
- Good organizational and leadership skills are highly required.
- Proficient user of basic computer applications for the execution of daily project operations.
- Must possess excellent communication skills to effectively convey messages across to both study team members and other external persons like vendors and external consultants .
- Proficiency in Project Management Software Tools (JIRA, PlanView, etc), Microsoft Office, PowerPoint, Excel, Project.
