Primary PurposeThe purpose of the class is to appraise real property to determine fair market value and assess taxes for Haywood County, to maintain accurate and up-to-date appraisal records, and to perform related work as required. Work is performed under general supervision and reports directly to Real Property Director and Assessor. Description of Responsibilities and Duties

Conducts field work and all components of assessing real property within assigned area.
Greets general public and professionals; provides general or specialized information and assistance related to taxation.
Collects transmittals from Land Records. Separate Splits and Mergers and Straight Transfers by area and print Property Record cards for each.
Figure steps for each Split or Merger of property, highlight valid parcel numbers and give to the appropriate appraiser.
Process straight transfers by departmental procedures.
Gathers sales data and completes Sales Ratio for reporting to NC Department of Revenue
Percentages: Before yearly values are sent to property owners if the parcel is a percentage in a fire district, township, road maintenance, or service district calculate percent of value that is located in each and enter in GV40.
When new fire districts are created, work with Land Records and enter the new fire district codes in GV40 on parcels included in the district. Work with Fire Marshall"s office to obtain list of all buildings destroyed by fire during the year so that appraisers can verify and remove the value.
Assist with calculating and entering all new Flood Map percentages on parcels.
Complete Discoveries, Releases and Refunds for Real Property.
Assist Tax Assessor with checking proof of values letters and will calculating tax bills.
Calculate tax bill split outs for taxpayers whose property has split or merged during current tax year.
Accept appeals, enter information into appeals maintenance screen.
Prepare all documents to be presented to the appraisers or to the Board of Equalization and Review.
Enter decisions on appeals and generate new adjusted value letters and provide additional information/assistance for those individuals who appeal to the Property Tax Commission.
Completes the Commercial Data entry.
Performs various duties associated with the Revaluation process.
Organizes and maintains and orders all supplies for the Revaluation office.
Assists in scanning of documents.
Performs routine office tasks, such as typing, filing, faxing, phoning, and copying.
Attends staff meetings to exchange information; attends in-service training and technical classes, to improve technical or professional skills.
Performs other duties as assigned by Assessor Qualifications
Position requires associates degree or formal training, special courses or self-education that is equivalent to satisfactory completion of two years of college education or specialized advanced training as well as special requirements listed below.
SPECIAL REQUIREMENTS:
Real Property Appraiser Technician - Entry Level
Applicant must possess a valid North Carolina Driver"s License.
Must successfully complete course and pass examination in Property Tax Listing and Assessing (Machinery Act) and IAAO 101 (Fundamentals of Real Property Appraisal) within two (2) years of employment.
Certification as Real Property Appraiser by the Ad Valorem Tax Division of the North Carolina Department of Revenue.
Knowledge, Skills and Abilities
Special Requirements - General Knowledge of principles, practices, techniques, ordinances, and laws used in the appraisal of real property; ability to operate common office machines and computer required by the position; ability to safely and efficiently operate a motor vehicle; ability to attend work regularly; excellent interpersonal skills. Requires light work that involves walking or standing most of the time and involves exerting up to 20 pounds of force on a recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy. ADDITIONAL REQUIREMENTS FOR POSITION:
Applicants must submit official college transcripts (if applicable). Applicants must have NC Driver"s License and access to a vehicle. The applicant must have a clean driving record with no more than three (3) points showing on current DMV record.
