Department of Health and Human Resources (DHHR)/ Office of the Inspector General (OIG), Foster Care Ombudsman, Statewide - This posting is for the Foster Care Research Specialist 2 within the Office of Inspector General, Office of the Foster Care Ombudsman. The Research Specialist position will work under general supervision, providing complex investigatory research, furnishing business and technical support to the Foster Care Ombudsman (FCO), Deputy Foster Care Ombudsman and Regional Ombudsmen (RO). The position will be responsible for collecting, analyzing, preparing, fact checking, and following up on reports prepared by foster care management and staff. This is a professional lead worker position that requires the employee to use independent judgment and establish an approved plan to utilize analytical tools to assess what information is needed, how to properly display raw data, collect statistics from other states and within West Virginia in order to make predictions about future trends to assist in planning and developing resolutions. The FCO and Deputy FCO will use these reports and data to prepare for the multitude of presentations and meetings to in-state foster care providers, out-of-state resources, legislative contacts, courts, and other stakeholders. The analysis will further be used to determine the direction of the office. The position will also be responsible for managing the financial aspects of the office and will manage budgetary concerns regarding data management and preparation of data for evaluation. Will provide suggestions for funding which will be shared with federal and state stakeholders. Prepare and organize all grant reporting, evaluate, and apply for grants. Personnel responsibilities include assisting in the planning and development of program goals and objectives, policies and procedures and planned workload. Must have the ability to determine what type of raw data is needed to resolve questions, issues or problems and analyze the data to an easily interpretative format for FCO management and staff. Will provide support, data analysis, and resources to out-stationed ROs which includes technical support and development of new or existing resources. The position requires excellent written and oral communication skills; must have the ability work independently and be comfortable with computers and learning new software. Preference may be given to candidate with experience in areas of focus.

Minimum Qualifications

Training: Bachelor's degree from a regionally accredited college or university in mathematics, statistics, sociology, psychology, political science, evaluation research, behavioral science, criminology, or related social science.

Experience: One year of full-time or part-time equivalent paid experience in research work to include evaluation designs, statistical analysis, preparing written research and/or technical reports, and use of statistical software programs.
Substitution: Bachelor's degree from a regionally accredited college or university in the above disciplines and six semester hours of completed graduate level coursework in research methods, statistics, or advanced mathematics from a regionally accredited college or university may substitute for the required training and experience.

Job Type: Full-time

Pay: $38,157.00 - $70,589.00 per year
