The Department of Revenue (DOR) Human Resources Division is seeking a career-minded human resources professional to join our team as a Salary Administration Specialist (HR Technician III). This position has been established as full-time teleworking. The Salary Administration Specialist is responsible for implementation of the salary administration program - providing analysis to ensure candidate and employee salaries adhere to established DOR and Office of State Human Resources (OSHR) salary administration policies and guidelines. Position will review work history to establish baseline salary and apply equity analyses using data analytics visualization tools, Tableau, and Hay Points compensation methodology. The position is responsible for calculating salaries and developing narrative justifications used in salary decisions. The Salary Administration Specialist prepares recommendations for discussion and decision with Executive Leadership, directors, and/or managers. The position completes salary reviews for personnel actions including new hires, promotions, transfers, salary adjustment requests, and equity studies. This position participates in a wide variety of HR projects. Critical thinking, as well as thorough and accurate documentation are critical skills in this role.

  • Ability to effectively interpret, apply and communicate a variety of human resources policies, procedures and regulations.
  • Ability to analyze and compile data for use in equity and salary qualifications decisions.
  • Ability to consult with management to gather more information to use when determining salary and equity recommendations.
  • Ability to communicate effectively with management and employees both orally and in writing.
  • Ability to establish and maintain effective relationships and display confidentiality of a sensitive nature.
  • Working to considerable knowledge of State HR systems and processes.

MANAGEMENT PREFERENCES:
  • Demonstrated knowledge of NC State HR systems and processes.
  • Demonstrated knowledge in completing salary baseline calculation worksheets, performing equity analyses, and composing salary justifications.
  • Demonstrated knowledge of OSC Integrated HR-Payroll System and associated BI reporting tool.
  • Intermediate technical skills in Microsoft Office Excel.

Minimum Education and Experience Requirements

Associate degree, typically in Human Resources or relevant field from an appropriately accredited institution and 2 years of experience required;

or 3 years of progressive experience in Human Resources;

or equivalent combination or education and experience.
