Overview

In accordance with applicable Director of Central Intelligence Directive (DCID)/ Intelligence Community Directive (ICD), National Industrial Security Program Operating Manual (NISPOM), and IDA/CCS standards and practices, the position under the direction of the Security Manager supports overall responsibilities for the security of the CCS facility; functions as the alternate COMSEC Custodian, alternate Information Technologies Security Control Officer and assistant to the Security Supervisor – CCS.

Responsibilities

  • Supervises the CCS Guard Captain in day-to-day activities overseeing scheduling, security provisions, proper training, and resolution of concerns/problems. Works with the Security Supervisor in maintaining an active Security Officer recruiting program.
  • Manages and tracks status of Security subcontracts, e.g., security system maintenance, locks, RF doors, radio maintenance, etc., accomplishment of requirements, funding levels, developing statements of work, and conducting Security market research, etc. Updates policy documents such as Officer’s Handbook, Standard Practices and Procedures (SPP), emergency procedures, etc.
  • Acts as the alternate COMSEC custodian, ensuring the proper accountability of keying material and COMSEC equipment. Instructs new alternate custodians on procedures and equipment operations.
  • Reviews and evaluates equipment for security activities; gathers and compares data on concerns such as requirements, usage, availability, and provides recommendations to the Security Manager.
  • Participates in the establishment and revision of physical, personnel, information, industrial and technical security requirements, maintains adherence to all applicable conventional and computer security provisions.
  • Oversees security staff training on alarm system, CCTV system and on security specific software in use by the security force. Coordinates the repair of the alarm and CCTV systems.
  • Ensures compliance with DCID/ICD, NISPOM, and sponsor policies for computer security, the inventory and control systems of classified documents is effective, and audit trails are conducted by appropriate staff. Recommends modifications based on tests and inspections which will ensure compliance with applicable standards.
  • Conducts, or arranges for the security education and training programs for staff members. Maintains continuous liaison with sponsors’ counterintelligence staff to ensure indicators and topics of interest are known to CCS management.
  • Assists the Security Supervisor in conducting security interviews and briefings of prospective employees, access regulations, debriefings and completion of security documents. Acts as back-up in the absence of the Security Supervisor and represents CCS in internal/external meetings. As needed, acts as custodian COMSEC Manager.
  • Participates in all internal or external investigations. Performs security pre-screens of future employees/candidates. Assists in security clearance processing and submits special access requests, foreign travel requests, and DD254s.
  • Other duties may be assigned.

Qualifications

  • High school diploma or equivalent with five years of relevant experience.
  • Completion of Sponsor’s Contractor Special Security Officer Course (CSSO)within first year of employment, Custodian Training Course (COMSEC) provided by National Security Agency and STE user training program.
  • At least one year experience in physical security investigation and familiarity with DCID/ICD security procedures, NISPOM and other security regulations.
  • At least one year experience with computer security compromises, investigations and handling forensic evidence.
  • Ability to communicate effectively with all levels of employees.
  • US citizenship is required
  • Ability to obtain and maintain TS/SCI clearance and polygraph; Active TS/SCI and poly, preferred.
